INSPIRE Data Interoperability and Harmonisation INSPIRE Data Specifications

INSPIRE Data Interoperability and Harmonisation INSPIRE Data Specifications, Implementing Rules and their Relation Vanda Nunes de Lima European Commission, Joint Research Centre GSDI 11 World Conference / INSPIRE Conference 18 th June 2009 1

Outline The process -Extract of Roadmap -INSPIRE Data Specifications From Data Specifications to Implementing Rule for Interoperability of spatial data sets and services for Annex I Themes 2

Extract from Roadmap Milestone date 2007 -05 -15 2009 -12 -14 2012 -05 -15 Description Entry into force of INSPIRE Directive Submission for opinion of the INSPIRE Committee of IRs for the Interoperability of spatial data sets and services for Annex I spatial data themes Submission for opinion of the INSPIRE Committee of the IR s for the Interoperability and harmonization of spatial data sets and services for Annex II and III * = date proposed by Commission 3

What Kind of Spatial Data ? • Whose ? - Spatial data held by or on behalf of a public authority operating down to the lowest level of government when laws or regulations require their collection or dissemination • Which data ? - INSPIRE covers 34 Spatial Data Themes laid down in 3 Annexes – (required to successfully build environmental information systems) 4

INSPIRE Scope • • • Annex I Coordinate reference systems Geographical grid systems Geographical names Administrative units Addresses Cadastral parcels Transport networks Hydrography Protected sites • • • Annex II Elevation Land cover Ortho-imagery Geology Harmonised spatial data specifications more stringent for Annex I and II than for Annex III 5

• Annex III – – – – – Statistical units Buildings Soil Land use Human health and safety Utility and governmental services Environmental monitoring facilities Production and industrial facilities Agricultural and aquaculture facilities Population distribution – demography – Area management/ restriction/ regulation zones & reporting units – Natural risk zones – Atmospheric conditions – Meteorological geographical features – Oceanographic geographical features – Sea regions – Bio-geographical regions – Habitats and biotopes – Species distribution – Energy Resources – Mineral resources 6

Interoperability of spatial data sets and services Development of these Implementing Rules follow a three-step approach: 1. Development of conceptual framework and specification methodology (by Data Specification Drafting Team) 2. Development of data specifications for each spatial data theme (by different Thematic Working Groups) based on – INSPIRE conceptual framework – Common Specification Development Methodology – INSPIRE roadmap 3. Preparation of the Implementing Rules based on data specifications (by the Commission) 7

Data specification development 8

Data specifications development Annex I Eight Thematic Working Groups (TWG), one for each Theme, except Reference systems & geographic grids both in one TWG • With Experts from Spatial Data Interest Communities (public or private Institutions, umbrella organisations, projects, technical networks) and Legal Mandate Organisations • Kick-off meeting in February 2008 9

Eight Thematic Working Groups • Data specifications v 2. 0 for Themes of Annex I in November 2008 based on: – User Requirements, – Reference Material from stakeholders, – Relevant use cases – supported by the registers currently developed • Cross-themes harmonisation during the development process • Consultation and testing next presentation • Comment Resolution Workshop with stakeholders 10

Data specifications development Annex I • TWGs preparing data specifications v 3. 0 (Draft Guidelines for each Theme of Annex I) based on results of consultation, Comments Resolution Workshop and testing; delivery end June 2009 • Editorial harmonisation of data specifications v 3. 0 Enormous and excellent job of TWGs and Drafting Team in a very short period • Preparation of draft Implementing Rule by E. C. in July 2009, based on data specifications v 3. 0 Legal text prepared by the Commission ready in the second half of September 11

Outline The process -Extract of Roadmap -INSPIRE Data Specifications From Data Specifications to Implementing Rule for Interoperability of spatial data sets and services for Annex I Themes 12

Data Specifications / IR Process • Text of Directive • Reference materials • Requirements Drafting of technical part IR • Draft IR v 2 • Data Specifications v 2 Testing, Stakeholder consultation Stakeholders (SDICs, LMOs): Guidelines (Updated versions) Reference material Experts Projects Guidelines (Baseline) IR (Regulation or Decision) Update Draft IR v 3 Regulatory process Commission inter-service consultation 13

Guidelines vs. Implementing Rule Guidelines • Each data specification developed by a TWG will be published as a guideline • Technical documents • Describe full set of provisions necessary for system interoperability within INSPIRE • Contain requirements and recommendations (mandatory and optional elements), explanations and examples • Basis for the IR on Interoperability of Spatial Data Sets and Services • Full implementation not mandatory • May contribute to further coherent development from Stakeholders of the Member States Implementing Rule • Reflects what is necessary to be achieved taking into account cost -benefit considerations • Text of legal relevance and technical provisions expressed in natural language (when notation is necessary, it will be explained) • Includes mandatory elements of the specifications • Implementation is mandatory within the period specified in the Directive – 2011 for newly collected or restructured Annex I data – 2016 for other Annex I data 14

Implementing Rule • Only one Implementing Rule for all spatial data Themes • Current focus only on spatial data • Spatial data services will be addressed at a later stage • Besides of the generic part, theme related provisions will be included in separate annexes 15
