Why focus on Inshore? • Whole fishing fleet matters to UK – socially, economically, environmentally. • That includes the diverse English inshore fleet. • Doesn’t operate in isolation & ill defined • Vocal supporters of leaving EU to find new opportunities. Text in footer 3
What has the Government said? • Ministers value inshore fisheries: o In our 2018 White Paper on Sustainable Fisheries for Future Generations we recognised this, that reforming fisheries management should v support a diverse, profitable and sustainable fleet that serves the needs of coastal communities and the UK economy. o And new Government’s Manifesto commitments: v There will be a legal commitment to fish sustainably and a legal requirement for a plan to achieve maximum sustainable yield for each stock. v We will maintain funding for fisheries across the UK’s nations throughout the Parliament and support the regeneration of our coastal communities v Farmers and fishermen to act as the stewards of the natural world, preserving the UK’s countryside and oceans as they have for generations. • Access to 6 -12 nm Text in footer 4
Is there a problem to solve? • We know inshore fishers want flexibility, want to catch/sell more fish, and to do so sustainably. • Hear mixed views on range of issues: o o o more certainty & control of opportunities; arbitrary u 10 m/over 10 m definition; poor data doesn’t capture impact; centralised management, regulatory burden; recreational sea fishers have/don’t have impact. • Non quota stocks, particularly shellfish, heavily targeted and under pressure. • On the other hand, 2018 evidence shows on average, the inshore (& offshore) fleet is now more productive than a decade ago. 5
Challenges • Inshore fleet is incredibly diverse • So gathering evidence, identifying problems & actions is challenging: o fishers’ safety remains paramount; o what does ‘good’ or ‘sustainable’ look like? o unintended consequences; • Innovation & technological advance – AI? • Top down v collaborative/partnership working • Can’t do this alone – here’s why… Text in footer 6

How? • Are we hearing from the right people? Are we listening? • We want to work more closely with you, regulators, DAs, processors, other stakeholders. • But this will iterative, will evolve – this won’t be a Big Bang moment. • And not just about inshore – has to fit in with wider reform agenda too across UK fisheries management. • Issues here can also apply to offshore sector Text in footer 12
