PREA Basics The Prison Rape Elimination Act: • Was passed unanimously by Congress in 2003 • Is the first federal civil law to address sexual abuse in detention • Seeks to eliminate all forms of sexual abuse and harassment in detention facilities • Requires funding for corrections agencies, nationwide inmate surveys, and binding national standards
