Building on the Prime Minister’s mandate for major projects delivery, we are developing our role at the heart of the function. Working to either the Director for Energy, Infrastructure and Growth or the Director of Public Services and Security or the Head of Project Delivery, this post will play a key role through the engagement and support of the Government’s highest profile projects and programmes. I am looking for leaders with a proven track record in project delivery that can innovate, think strategically and lead government to better project delivery. Infrastructure and Projects Authority About the Function, Profession & Standards Team We are looking for four individuals to join the Function, Profession & Standards Team whose purpose is to set and drive continuing improvement in functional standards or project delivery; build professional capability and capacity; deliver world class leadership and learning programmes; and provides leadership to the project delivery profession across government. Infrastructure and Projects Authority Role 1: Portfolio Management Lead What we are looking for: Experience The post-holder will hold a critical leadership role within the Function, Profession and Standards Team (FPS) of the IPA. This is a project delivery role working directly to the Portfolio and Project Delivery Expert Lead. The post holder will have responsibility for providing advice on best practice in portfolio management and developing guidance, tools and materials to improve delivery and support implementation of the project delivery functional standard. This is a permanent role and forms part of a growing focus on deep project delivery expertise within the FPS Team. Key accountabilities and responsibilities of this role are on the next page. � Strong portfolio management experience and expertise, including understanding of the project delivery functional and professional agenda. � A strong track record in building good working relationships across diverse business areas and functions. � Experience of technical authoring of project delivery content. Key Responsibilities: Portfolio Management Lead ■ Is the IPA practitioner-level lead for advice on portfolio management practice and for developing guidance, tools and materials. ■ Supports the development of the portfolio management community of practice to build peer support and advance best practice. ■ Designs, develops and tests new guidance and other material as needed working with working groups of subject matter experts from across the departments. ■ Acts as chief content author of new guidance materials, ensuring that guidance is written with the appropriate voice, structure, style and brand is consistent with the IPA product suite, particularly the standard. Ensures that the appropriate governance structures are in place to approve the publication of new guidance materials. ■ Works across the IPA to operationalise new guidance into the existing IPA product suite, tools and working processes. ■ Is responsible for maintenance and continuous improvement of guidance materials and any associated materials. ■ Provides input into analysis, briefing and other IPA documents. The post holder will have responsibility for maintaining and developing the functional standard for project delivery, working with key stakeholders from across government, and with helping departments with understanding how compliant with the standard they are. This is a permanent role and forms part of a growing focus on deep project delivery expertise within the FPS Team. Infrastructure and Projects Authority Key Accountabilities: Project Delivery Standards Lead ■ Maintaining the project delivery standard in line with the requirements of Functional Standard Gov. S 001. ■ Developing the project delivery assessment framework in line with functional guidance. ■ Supporting the IPA client and project facing teams on improving functional and professional standards in project deliver Key Responsibilities: Project Delivery Standards Lead ■ Leads work with departments to operationalise the project delivery standard and uses this to drive improvement of departmental project delivery practice. Builds awareness in the IPA of the standard so that IPA teams can support adoption when working with departments. ■ Leads a project to develop, pilot and implement a standards assessment framework which departments can use to benchmark performance against the standard, assure compliance and drive continuous improvement. ■ Works across the IPA to embed the project delivery standard into the existing IPA product suite, particularly the assurance review toolkit and Routemap. Ensures that new guidance and best practice issued by the IPA aligns with the standard. ■ Is responsible for the maintenance and governance of the standard and associated documentation. Represents project delivery at the Functional Standards Peer Group and ensures alignment with other functional standards. Uses feedback and lessons from reviews to improve and update the standard for reissue on a periodic basis, in line with Functional Standard Gov. S 001. ■ Works with the professional bodies and other organisations to advance the project delivery standard and ensure it remains relevant and reflects wider industry best practice. ■ Supports development of the functional model for project delivery and implementation of capability blueprints in departments, working with the professional capability team, and ensuring alignment with the assessment framework. 8 | Vacancy Pack: Centre of Excellence

This is a project delivery role though involves communications and events management The post holder will have responsibility for the development and delivery of a comprehensive engagement strategy for the profession to build identity and drive a sense of community nationally and regionally across government. This is a permanent role and forms part of a growing focus on deep project delivery expertise within the FPS Team. Key Responsibilities: Project Delivery Profession Lead ■ Supports the Director and Deputies in developing the project delivery profession, working with the heads of profession to build momentum for improvement across government and build the identity of, and a sense of community in, the project delivery profession nationally and regionally across government. ■ Promotes the value of project delivery and positions it as a profession of choice, to improve recruitment and retention and establish government as a leader in project delivery. Infrastructure and Projects Authority FAQ – COVID-19 Impact How will this vacancy be impacted by the continued COVID-19 safety measures or Lockdowns? While the ways in which we work and operate are rapidly adjusting in response to COVID-19, it is business as usual with regards to recruitment albeit we are currently entirely using virtual interviews in order to do so safely. How will you conduct interviews remotely? Will you be using Zoom? We will be conducting all interviews via the Google Meet application, which is available via your browser or a mobile app store. You will not need a google account to use this application via your internet browser and can also access an interview session via telecommunications. We will not be using other video conferencing apps (such as Zoom) for Interviews. We will endeavour to allow our successful applicant to start as soon as possible with us. How is the IPA adapting to the COVID-19 Impact? The IPA has taken every action necessary to ensure our staff safety at this time, as such we are fully operating via home working while COVID-19 safety measures are in affect and offer a range of support services for our staff. Until further notice we anticipate successful applicants who have existing security clearances they can transfer, and can start within a short notice period, will be remotely deployed with Cabinet Office IT to temporarily Work from Home without any requested or specific arrangements to do so. Is this role suitable for part-time working? These roles are available for full-time or flexible working amendments (including job share partnerships) but you should discuss your needs with the hiring manager if you are invited to interview. Will the role involve travel? Some travel may be required for this role. Where will the role be based? If successful you will be based in London, or Birmingham.
