Lot 1 -Non State Actors Europe. Aid Priority 1: Education Objective • Complement and contribute to the School Sector Reform Plan (SSRP) Government of Nepal national sector reform and development programme • Build on significant progress in expanding access to ECD and basic education and in increasing equity, particularly access for girls and children from disadvantaged and marginalised backgrounds • Overcome the significant challenges in supporting children from hard to reach groups to go to and stay in school, and in improving the quality of teaching and learning • Promote NSA’s important role in supporting the achievement of the EFA and MDG targets linked to education in Nepal 4 EUROPEAN UNION

Lot 1 -Non State Actors Europe. Aid Priority 1: Education Actions which will be supported include those which will • Achieve greater equity and inclusion, supporting children to get into and stay in school • Support an enhanced learning environment through provision and use of supplementary reading and other materials (ECD-G 3) • Improve the quality of teaching and learning, particularly demonstrating improved reading and numeracy skills (G 1 -G 3) • Support the delivery of the new G 6 -G 8 curriculum, linking education to the world of work and employment opportunities • Enhance local education services and PTA/SMC contribution to improved inclusion and learning outcomes 5 EUROPEAN UNION

Lot 1 - Non State Actors Europe. Aid Priority 1: Education Actions under this area could include the following: • Increasing access and retention in ECD and basic education particularly for marginalised and disadvantaged groups • Enhancing teachers skills and expertise in the use of appropriate learning materials and methods particularly in ECD and G 1 -G 3 • Promoting the use of early grade reading and numeracy assessments to baseline learning achievements and set targets for improvements • Supporting the provision and active use of supplementary reading and other materials, particularly for ECD and to support early grade reading and numeracy 6 EUROPEAN UNION

EU-Nepa -CSO participation in public policy and budget process key to secure pro poor policies -NSA role not limited to service delivery. Lot 1 -Non State Actors Europe. Aid Priority 3 : Agriculture development Why agriculture? EU-Nepa • Mainstay of Nepal's economy (employs over 2/3 of the population + accounts for 34% of GDP). • 66% of rural households engaged in or depend on agriculture. • But still based on low-value cereals and subsistence production with a mere 13% of output traded in markets. • Thus a prime source of livelihood to the majority of Nepali but still unable to lift the large farming population out of poverty, under nutrition and food insecurity. • Significant potential of several high value commodities such as horticulture, livestock, fisheries, spices, and medicals and aromatic plants. Aid Priority 3: Agriculture development Global objective: EU-Nepa “to strengthen the participation and engagement of key stakeholders of civil society in the processes of decision making and service delivery towards improved food security and nutrition through increased agricultural development” Specific Objectives: 1: To contribute to improving Nepal's agriculture's productivity; 2: To promote increased commercialization of agricultural outputs Proposals that address both objectives through an integrated approach will be favoured. Aid Applicant and co-applicant (s) Applicant(s) EU-Nepa Lot 2 - Local Authorities from a member State of the European Union can only be considered eligible when they present project proposals based on an initiative of local Authorities' partners and ensure their involvement during all the stages of the action implementation. Local Authorities from the EU Member States that wish to propose an action must demonstrate an established and effective partnership with local authorities in the partner countries, where the actions are taking place. Equally, there may be more than one partner organisation (NSA or LA) in Nepal. Co-applicants are encouraged if proves to be more effective for projects objectives. Aid Associates, Contractors and Sub- grantees The following are not co-applicant(s) nor affiliated entity(ies) and do not have to sign the "mandate“ or "affiliated entities' statement“ EU-Nepa Associates Play a role in action but do not receive any funding from the grant with the exception of per diem and travel costs. Contractors The grant beneficiaries and their affiliated entities can award contracts. Associates or affiliated entity(ies) cannot be also contractors in the project. A. II Eligibility Rules Europe. Aid Eligibility of cost Budget is both – cost estimate and ceiling for eligible costs. EU-Nepa Eligible costs may be based on any or a combination of the following forms: 1 ) actual costs incurred by the Beneficiary(ies) and affiliated entity(ies): - real costs based on supporting documents. 2 ) simplified cost options : -unit costs: covering all or certain specific categories of eligible costs which are clearly identified in advance by reference to an amount per unit. A. II Eligibility Rules Europe. Aid Eligibility of cost -lump sums: covering in global terms all or certain specific categories of eligible costs which are clearly identified in advance. Aid Eligibility of cost The total amount of financing on the basis of simplified cost EU-Nepa options that can be authorized by the Contracting Authority for any of the applicants individually (including simplified cost options proposed by their own affiliated entities) cannot exceed EUR 60, 000 (the indirect costs are not taken into account). Checking process takes place before signing a contract => arithmetical errors, inaccuracies or unrealistic costs may lead to a change of the amount of the grant. Aid Eligible direct costs (Art. 14 of GC) • incurred during the implementation period EU-Nepa • must be indicated in the overall budget of the Action; • must be necessary for the implementation of the Action; • identifiable and verifiable, being recorded in the accounting records of the Beneficiary. • must be reasonable, justified and comply with the requirements of sound financial management in particular regarding economy and efficiency. • Taxes, including VAT, will only be accepted when Beneficiary can show, it cannot reclaim them (to be included in the budget under each heading). Aid In kind contributions • EU-Nepa As contributions in kind do not involve any expenditure for a Beneficiary(ies) or affiliated entity(ies), they are not eligible costs. • Contributions in kind may not be treated as co-financing. • If the description of the action as proposed includes contributions in kind, the contributions have to be made. EU-Nepa • Applicants must apply in English. • Hand-written Concept Notes will not be accepted. • No specific template, BUT must not exceed 5 full pages (A 4 size) of Arial 10 characters with 2 cm margins • Indicate lot number and priority number on CN and envelope • The Concept Note together with the Checklist for the Concept Note (Part A section 2 of the grant application form) and the Declaration by the applicant for the Concept Note (Part A section 3 of the grant application form) must be submitted in one original and two copies AND an electronic version (CD-Rom) of the Concept Note must also be submitted.
