SSPC-ACS 1/NACE No. 13 • SSPC and NACE joint standard • Revised March 2016 • Sets forth requirements for qualification and certification for an Application Specialist
Application Specialist • An individual who engages in surface preparation and application of protective coatings and linings
Standard Contents • Body of Standard – Provides requirements for qualification and certification of an Applicator Specialist • Appendix A (mandatory) – Defines the competency requirements or the minimum “Body of Knowledge” for each qualification level
Standard Contents • Appendix B (mandatory) – Describes the level on competency required for each qualification level • Appendix C (nonmandatory) – Provides information on desirable workplace skills • Appendix D (nonmandatory) – Provides a list of acceptable training programs
SSPC-ACS 1/NACE No. 13 • Stepwise achievement process • Includes all aspects of surface preparation and coating application on steel and concrete industrial structures
SSPC-ACS 1/NACE No. 13 • Intended audience – Personnel involved in developing education and certification programs for training skills and knowledge of an Application Specialist – Assessing the programs available on the open market or an in-house source – Validate a candidate’s knowledge and skills based on qualification in a certification program operated under this standard
2016 ACS 1 Revision • Revisions in 2016 version include: – Clarification of language requirements for evaluation of the craftworker – Changes in requirements for amount of work experience and training – Simplification of the Body of Knowledge requirements
Qualification Levels and Requirements
Level I Qualification Definition • Intended for entry-level Application Specialists with limited relevant work experience • Work with/under the supervision of Level II or Level III Application Specialists
Level I Qualification and Requirements • Successful completion of a skills assessment program • Successful completion of examinations on the Body of Knowledge (Appendix A) • Successful demonstration of the ability to read, comprehend, and communicate language
Level II Qualification Definition • Intended for experienced Application Specialists • Moderate skill level • Able to work independently while performing surface preparation and coating applicator work
Level II Qualification Definition • Changed in 2016 Revision: – Minimum of 3, 000 hours of relevant work experience; Minimum of 450 hours documented craft training obtained throughout the period or – Minimum of 6 years of relevant work experience
Level II Qualification and Requirements • Successful completion of all Level I requirements • Completion of Level II examination
Level II with Endorsements Definition • Added in 2016 Revision: – Same definition and requirements as Level II with a minimum of one of the following specialty endorsements

Level III Qualification Definition • Intended for Application Specialists with advanced knowledge of coatings and linings • 3 or more endorsements • Meets requirements of Level II • 2016 Change: Minimum of 8 years relevant work experience • Skills required to evaluate and synthesize as demonstrated by the ability to make plans and sound judgments
Level III Qualification and Requirements • Successful completion of Level III examinations
Certification Program Requirements • Programs operated under this standard shall be developed and operated in accordance with ISO 17024 • ISO 17024 – Contains principles and requirements for a body certifying persons against specific requirements, and includes the development and maintenance of a certification scheme for persons
Certification Program Requirements • Certification exams shall be based on the competency requirements in the Body of Knowledge • Practical exams for Level II shall require candidate to prepare and coat a test panel
Certification Program Requirements • Practical exams for Level II shall test the candidate on: – Plan steps and procedures – Set up and start abrasive blasting equipment – Abrasive blast the test panel or test apparatus to a specific level of cleanliness and surface profile – Assess, measure, and document the specified surface preparation
Requirements for Maintaining Qualification • Shall be valid for no more than 3 years • Shall be maintained by one of the following methods: – Completion of a minimum 24 hours per year of relevant training and 500 hours per year of relevant work experience – Completion of the qualification exam(s) and 500 hours per year of relevant work experience
Appendix A Body of Knowledge • Defines the competency requirement or the minimum “body of knowledge” for each qualification level • Competency requirement designations change in 2016 revision from N 1 -N 6 to CR 1 -CR 3 • CR 1 -CR 3 indicate levels of competency and psychomotor skills
Appendix B Competency • Describes competency requirements (CR) • Explains the knowledge and skill requirement for each of the three levels of competency
