Criteria for indicators • Relevant: Proportion of women applicants for housing is not a good outcome indicator of access. Proportion of women with housing on their names. • Technically sound: Number of women trained who understand gender specific policies and laws may not be technically sound output indicator but the proportion of women trained who understand these issues is.
Criteria for indicators • Measurable: Strong ethnic Tamil women’s movement at community level is not a measurable impact indicator but “ 33 -50% of leaders from the village/settlement are called upon by government, community leaders or families etc. to solve gender issues once a year is a good indicator. • Realistic: Should be achievable, for example an indicator that all women headed households who took part in One Billion rising campaign in villages/settlement are free of violence may not be reliable • Time bound: Should specify the time by which the change would be achieved. 2 advocacy meetings on sexual and reproductive health per year
