2019 OTSG Accomplishments: Access • Welcomed 3 new Tribes/Tribal Organizations in FY 2019 • Ak-Chin Indian Community (Phoenix Area) • Paskenta Band of Nomlaki Indians/ Rolling Hills Clinic (California Area) • Iowa Tribe of Kansas and Nebraska (Oklahoma Area) • Honored ISDEAA Title V agreements, which total 104 Compacts and 130 Funding Agreements by transferring $2. 4 billion • Awarded a new round of Planning & Negotiation Cooperative Agreements totaling nearly $1 million to 8 Tribes from 5 IHS Areas Goal 1 – Access: To ensure that comprehensive, culturally appropriate personal and public health services are available and accessible to American Indian and Alaska Natives

Muscogee (Creek) Nation Hospital and Clinics (Okmulgee, Oklahoma) - $113, 100 5. San Carlos Apache Tribe (San Carlos, Arizona) - $120, 000 6. Catawba Indian Nation (Rock Hill, South Carolina) - $113, 142 NEGOTIATION 7. Round Valley Indian Health Center, Inc. (Covelo, California) - $48, 000 8. Hopland Band of Pomo Indians (Hopland, California) - $48, 000 Goal 1 – Access: To ensure that comprehensive, culturally appropriate personal and public health services are available and accessible to American Indian and Alaska Natives
2019 OTSG Accomplishments: Quality • Continued partnership meetings with the TSGAC, SGCE and other Tribal partners e. g. 2019 Annual Tribal Self. Governance Consultation Conference • Established a federal-tribal workgroup with the Alaska Tribal Health Compact to strengthen relationships that resulted in: • Creating joint ground rules for negotiations • Processing backlogged documents • Successfully completing FY 2020 negotiations Goal 2 Quality – To promote excellence and quality through innovation of the Indian health system into an optimally performing organization.
2019 OTSG Accomplishments: Management & Operations • Significantly reduced correspondence backlog, and timely completed Final Offers, all Agency and Departmental briefing submissions and other reports. • Hosted 2 in-person ALN meetings and improved ISDEAA processes by creating topic-specific workgroups focused on ISDEAA policies and activities • Planned and held a successful IHS ISDEAA All Federal Staff meeting Goal 3 Management and Operations – To strengthen IHS program management and operations.
2019 IHS ISDEAA All Federal Staff Meeting • Nearly 200 key individuals at all organizational levels, • Topics: Self-Governance 101, Negotiations, Contract Support Costs, Personnel Aspects of the ISDEAA, Headquarters Program Overviews, Section 105(l) Leases, Succession Planning, and more • Highlight: Combined Area Breakout Sessions – discuss challenges and shared knowledge and best practices utilized by Area Offices • Next Steps: Continuing and expanding “ISDEAA knowledge cascade” with Tribal partners and internally Goal 3 Management and Operations – To strengthen IHS program management and operations.
FY 2020 OTSG Priorities Access: Priority 1 - Goal 1: Objective 1. 1: Recruit, develop, and retain a dedicated, competent, and caring workforce q Recruit and fill OTSG vacancies (2 Financial Analysts (GS 11 & 14), 1 Administrative Officer (GS 9 -11), and 1 Staff Analyst (GS 5 -8)) Management & Operations: Priority 2 - Goal 3: Objective 3. 1: Improve communication within the organization with Tribes, Urban Indian Organizations, and other stakeholders, and with the general public. q Finalize Reports to Congress on the Administration of the Tribal Self-Governance Program (for FYs 16, 17 -19) Quality: Priority 3 - Goal 2: Objective 2. 1: Create quality improvement capability at all levels of the organization q Updating Headquarters Programs, Services, Functions, and Activities (PSFA) Manual (June 2002)
