A Brief History • Unit created in 1903 as a collaboration between the Wyoming National Guard and the Laramie County School District. Lead by LT Edward Tafton Infantry Officer Wyoming National Guard. • As a result of the National Security Act of 1916, Senior (college) and Junior ROTC (high school) were created. The “Wyoming Plan” , based on Cheyenne High School’s Corps of cadets, becomes the template for all of the nation’s JROTC units. LT E. Z. Steever was the detailed Army Officer to train the State’s militia and in his spare hours instructed at Cheyenne High School. • JROTC remains one of the oldest high school citizen-building programs in the district and nation. Cheyenne Central’s JROTC is the oldest public school, continuously run JROTC in the Nation. • In 1973, Congress approved the full participation of female cadets. • The Indian Battalion currently holds the Honor Unit with Distinction award the top 10% of units nationally. It has an opening enrollment of 141 cadets.
