Japan proposes to add following new paragraphs in “ 5. General requirements”. Proposal: Para. 5. 8 (new) A Contracting Party may require the requirements of IUPR set out in this UN GTR. Contracting Parties may either implement the requirements of IUPRM of greater than or equal to 0. 1 directly or after the implementation of IUPR demonstration set out in this UN GTR Justification: In India domestic regulation, IUPRM compliance of greater than or equal to 0. 1 is mandatory from 2023. There is no stage wise implementation, India proposes the text similar to OTL Para. 5. 9 (new) A Contracting Party may require Contracting parties may introduce the requirements of access to OBD information with respect to IUPR set out in this UN GTR. Justification: 1. Editorial for better clarity and 2. Access to OBD is optional with respect to IUPR only.
Japan proposes to add following new paragraphs in “ 5. General requirements”. Para. 5. 10 (new) A Contracting Party may require Contracting parties may introduce the requirements of Administrative provisions set out in Annex 8 of this UN GTR. Justification: 1. Editorial for better clarity Justification: Since Japan is not prepared to introduce IUPR, access to OBD information, and administrative provisions in next domestic regulation starting in 2020, Japan proposes to set those items as CP option.
