Introduction • SBSTA 11 - streamline evolving needs of the Convention bodies into one roster – Update the roster periodically • Current nomination form (NF) seeks expertise for – – Inventory and National Communication reviews Technology transfer Mechanisms Research and systematic observation • Last update of the roster was in 2000 • The initial Integrated Roster of Experts System (IROES) was implemented in 2000

Importance of Updated ROE • Use of experts in various processes has grown overtime

Importance of Updated ROE • Use of experts in various processes has grown overtime and is necessary to further the integration & enhance the updating process and system – Demand for expert reviews has increased, an will continue to increase with implementation of the Kyoto Protocol reviews – Overlap in the use of experts from multiple UNFCCC processes – Support a streamlined & automated nomination process – Ensure accurate & relevant information in the IROES

Integrated Approach (1) Objectives of further developing the IROES: • Improve the current process

Integrated Approach (1) Objectives of further developing the IROES: • Improve the current process used to support nomination of experts by Parties • Improve the collection and collation of nomination forms by the secretariat, and subsequent allocation of experts to expert review teams (reduce inefficiencies)

Streamline Nomination Process (1) Develop an electronic nomination form to complement the current online

Streamline Nomination Process (1) Develop an electronic nomination form to complement the current online facility, enabling: • • experts to complete the form on their PC and submit to the Party national focal point (or Party designated roster custodian) by email; Party designated roster custodian to upload electronic nomination form to the online facility and submit the nomination to the secretariat Expert and/or Party to update details in a far more efficient and timely manner Accurate and relevant information of experts and expertise to be available for the expert-related UNFCCC and KP processes

Streamline Nomination Process (2) Implement: • • Automatic online technical checks to ensure completeness

Streamline Nomination Process (2) Implement: • • Automatic online technical checks to ensure completeness of the NF before submission to the secretariat Support periodic and ad-hoc updates in a streamlined electronic environment Secure online facility to support submission of NF by Party designated roster custodians Web pages that are intuitive to use and easy to navigate

Using IROES (1) Proposed process: • Expert to utilize the electronic nomination form, and

Using IROES (1) Proposed process: • Expert to utilize the electronic nomination form, and submit a completed nomination form by email to the Party designated roster custodian • The Party designated roster custodian will be responsible for uploading NF to the online facility for online technical checks prior to sending to the secretariat

Using IROES (2) IROES - central point for the periodic update of the roster: • • • Secretariat intends to send notifications to Parties on updates when they occur Current expert lists for a Party will be accessible from the online facility, and can be modified online for general information (contact details and removal of an expert) More substantial changes, including nomination of additional experts and changes to expertise will need to follow the improved nomination process
