UK: Impact assessment goes through three phases Phase 1 – Early assessment, before the European Commission publishes its legal proposal; Phase 2 – Determining UK position in negotiating process; Phase 3 – After approval of the proposal. Assessment in the period of implementation. The expenditures for impact assessment should be proportionate to the size of the expected impact from the act in terms of national legislation, the budget and the main parameters of the economy of the Member State. Finland: Assessment of impact on business, households, budget Assessing the impact of EU legal acts in Finland is carried out in the following areas: economic impact, impact on public administration, environmental impact, social impact. The assessment of the economic impact addresses the effects on households, businesses, public finances and macroeconomic framework. Special attention is given to the expected impact of the EU policies on economic growth and employment. The Cabinet Committee on European Union Affairs meets once a week, usually on Friday mornings, to discuss politically, economically and legally important EU affairs. The Cabinet Committee on European Union Affairs agrees on Finland's priorities in all formal and informal Council meetings. The Cabinet Committee on European Union Affairs is chaired by the Prime Minister. 14
