Implementing NQF from the legal perspective Ana Tecilazić Goršić Twinning Project MK 13 IB SO 02

Purpose of the Component 1 1. To analyse existing legislation related to the NQF 2. To provide with the recommendations on revision of legislation 3. To propose concrete legal solutions for harmonisation of the NQF with the EQF 4. To develop 3 protocols and 2 rulebooks relevant to the NQF system 5. To raise public awareness of the MQF as a reforming tool

Key outputs of the Component 1 • From the analysis of the screening of existing legislation related to the NQF, Recommendations to update existing legislation to harmonise the NQF with the EQF have been developed. • On the basis of the Recommendations, firstly the main concepts have been thoroughly discussed with the stakeholders and the Beneficiary and then the proposals to update the existing legislation have been drafted. • Three protocols and two rulebooks supportive to the implementation of the NQF, offering very detailed procedures and legal provisons have been drafted and discussed with the working group and the local experts.

Key outputs of the Component 1 • On the basis of comparative analysis of legal solutions in different European countries, Recommendations on compliance of the MQF with the European policy framework and with the EQF have been proposed. • A study visit to Croatia has been carried out and visit of several institutions has been organised with the objective to gain experiences on the development of legal solutions. • A series of workshops/seminars/training/coaching sessions were run engaging with key educational institutions, employer organisations, stakeholder organisations and the Beneficiary. • Guidelines and methodologies related to the procedures of inclusion of qualifications standards and educational programmes in the MQF Register have been proposed to the National Board for the MQF for adoption.

Recommendations for future activities and challenges to be addressed • To take further on board proposed institutional arrangements and related legislation through the compulsory procedures for the final adoption by the competent authorities. • To establish and make operational all the bodies emerged with the MQF (The National Board and the Sectoral Qualifications Councils. • To assure further financing of the NQF implementation. • To make sure that the stakeholders keep being involved in all the stages of the implementation of the MQF. • To continue raising awareness and provide with the trainings to educational institutions in particular on the implementation of learning outcomes approach.
