Status of HPMP implementation • Stage I: • Tranche I commenced 2012 • Tranche II commenced in 2015 -2016 and is to be completed • Stage II: • To be implemented from June 2016 to 2030 • Includes 5 tranches – implemented in intervals of 2 -3 years • Tranche I: June 2016 to present. Tranche I is expected to be completed in June 2018.
STAGE 1 Achievements of HPMP STAGE II Training of technicians • Workshop on Hydrocarbons – 34 technicians • Workshops on good practices and natural refrigerants- 48 technicians • Distribution of equipment Training of technicians • 35 technicians participate in Ammonia and Hydrocarbon training Capacity building of custom officers • Training sessions held at 5 entry ports in Region 4 – 70 customs officers participated Capacity building of custom officers • 4 Advanced refrigerant analyzers to be used in monitoring imports and technical training institutions Support for institutional training • Support for the introduction of a RAC training programme and upgrade of laboratory at technical institution • Procurement and distribution of equipment to training institutions Support for institutional training • Introduction of a refrigerant management programme within the Engineering programme at the University of Guyana. • Procurement of training equipment for University of Guyana and 4 technical training institutions in Guyana • Participation of 7 stakeholders from the training sector in Technical Exchange Visit to Trinidad and Tobago Licensing of technicians • Introduction of a licensing system for technicians Policy and monitoring • Commencement of work for the introduction of a national standard on safe handling of refrigerants • Development of database for effectively archiving data in the NOU, including import data
Challenges in HPMP implementation • Unwillingness of suppliers to supply equipment under UNDP / Government of Guyana procurement policy • Significantly large numbers of uncertified technicians • Unavailable RAC trainers to support institutional training and certification of technicians • Dysfunctional / inactive refrigeration and air conditioning association • Significant gaps between approval of projects and commencement of projects • Long delays in issuance of disbursements
