MSC-HOA The Maritime Security Centre – Horn of Africa (MSC-HOA) is an initiative established by EU NAVFOR with close co-operation from industry. The MSC-HOA centre provides 24 hour manned monitoring of vessels transiting through the Gulf of Aden whilst the provision of an interactive website enables the Centre to communicate the latest anti-piracy guidance to industry and for Shipping Companies and operators to register their movements through the region.
UKMTO The UK Maritime Trade Operations (UKMTO) office in Dubai is part of the contribution by the Royal Navy to ensure that trade can safely transit in the area North of 10 degrees South and West of 78 degrees East. They act as the primary point of contact for merchant vessels and liaison with military forces in the region.

LIBERIA MARITIME AUTHORITY Marine Notice/ISP-001/06/12 The Administration requires a test message only once a year or before / during SSAS verification. • Test messages will be confirmed during the working hours of the Administration. • The SSAS test message should, as far as possible, be transmitted at the date and time specified in the request message. • The confirmation e-mail of the SSAS test message by the Administration should be retained on board as evidence until the next audit.

In such cases the word “TEST will be clearly noted in any transmissions.

UN/IMO對應之策略 Interim guidance on the employment of privately contracted armed security personnel on board ships transiting the high-risk piracy area off the coast of Somalia and in the Gulf of Aden and the wider Indian Ocean was approved by IMO's Maritime Safety Committee (MSC), which met at the Organization's London Headquarters for its 89 th session from 11 to 20 May 2011.

Both sets of guidance are aimed at addressing the complex issue of the employment of private, armed security on board ships.
