New qualifications – BTEC National 2017 Why choose BTEC Nationals in Construction? ü Higher Education believes in BTEC Nationals In 2015, 1 in 4 students who got into UK universities did so with a BTEC (Source: UCAS Progression Pathways, January 2016) 4 out of 5 BTEC students go on to receive a First or Second class degree (Source: London Economics, 2013) ü The fastest growing routes to HE are with 16%), or a BTEC/A level mix (over 7%) a BTEC (over (Source: UCAS) ü Employers believe in BTEC Nationals 90% of BTEC students are employed full time after graduating (Source: London Economics, 2013) 18

External Reform
Reform and Funding High pace of government-led vocational education reform continues. . DFE Entitlement Funding remains a key focus for Pearson, e. g - Pre-16 ‘Tech Awards’ (BTEC First) - Post 16 funding L 2 for new Technical Certificate measures - Some continued 19 -23 entitlement funding remains for legacy offer (former QCF) - L 3: ‘Tech level’ measures met by new BTEC Nationals Learner loans for L 3 -6 for approved qualifications From 2020: Sainsbury’s Skills Plan recommendations adopted for 16+ learners & routes to employment Apprenticeship ‘Trailblazer’ reform including big new focus on Degree Apprenticeships https: //qualifications. pearson. com/en/support-topics/centre-administration/funding. html (to sign up to funding news)
Post-16 TE reforms: The two options Every young person, after grounding in core academic subjects and broad and balanced curriculum to age 16, presented with two options post-16: Academic option Technical option To include Applied General vocational qualifications as well as AS/A levels. To prepare individuals for skilled employment which requires technical knowledge and practical skills, will have two modes of learning: • ‘College-based’ • ‘Employment-based’ (apprenticeship) Appropriate bridging courses to make movement between the two options easily accessible. Note on Work Placements: Requirement for a 50 working day placement (min 315 hours in 18/19 23
Post-16 TE reforms: The two options Higher education (undergraduate degree) A levels and/or applied general qualifications Bridging provision (where appropriate) Higher education (level 4/5 technical education) Degree apprenticeships and higher apprenticeships College-based technical education with industry placement Employmentbased technical education eg apprenticeship Transition year (if appropriate) Transition year and/or traineeship (if appropriate) GCSEs and technical awards Academic option Technical option 24
Post-16 TE reforms: Overview • Post-16 Skills Plan (July 2016), same time as Sainsbury Review on which it was based. • Continuing towards separation of ‘academic option’ and ‘technical option’. Technical option to have two modes of learning – ‘college-based’ and ‘employment-based’. • 15 technical routes, each broken down into a number of occupations. • Industrial Strategy (January 2017) reiterated ‘creation of a new system of technical education’. • Spring Budget (March 2017) committed budget from 2018 -19 to 2021 -22 for implementation. • Technical and Further Education Bill (April 2017) - expansion of Institute for Apprenticeships (If. A) to cover technical education, approve standards and qualifications, and groups to develop them, own standards and copyright of qualifications, power to issue certificates - becomes If. ATE (Institute for Apprenticeships and Technical Education). • ‘Small’ number of providers will deliver in 2020 and 2021 – with Building Services Engineering going live from 2020 25
Bridging provision An example. . (piloted from November 2017 with a group of colleges) High profile launch & DFE watching with interest! Supported by Build UK, with employers pledging work placements Mapped to L 1 Workskills and L 1 BTEC ‘Health and Safety in a Construction Environment’ for qualification and CSCS achievement Content covers an introduction to major trades, the careers and professions available, introduction to practical skills (providers select according to local need) Pre- and post- construction phases of projects Progression to a L 2 trade qualification, apprenticeship or employment

Focus on Apprenticeships
Apprenticeships A reminder of our current SASE offer Please refer to ‘Construction Sector SASE Apprenticeships’ PDF: 30 30
Apprenticeship are changing Comparison between SASE Frameworks and New Standards 3
Construction Apprenticeships Transition to ‘Trailblazers’ in summary Government has implemented a phased programme of withdrawal (Some low volume SASE frameworks removed, those where replacements available to cease soon) https: //www. gov. uk/government/publications/removal-of-apprenticeship-frameworks) Certain Trailblazer standards now live (specialist e. g. Rail Design, Transport Planning, Civil & Building Services Technicians, Utilities, Property Maintenance) BUT development progress is slow for major craft trades. Some CITB intervention to progress Many standards still specify NVQ to ensure consistency with NOS & CSCS etc 32 32
Construction Apprenticeships Mapping Will be carried out for all standards with a relevant Pearson qualification allows providers to sell qualifications as their offer to employers Even where qualifications are not specified in the assessment plan We expect this to cover NVQ, BTEC L 2, 3 (Technicals, Nationals, Specialist), HNC Full comparison of current to new. . Please refer to: 33 33
Illustration by Tang Yau Hoong) Funding for qualifications • Funding cannot can be used for the registration/examination/certification costs of non-mandated qualifications • Funding can be used for some or all of the delivery where there is clear overlap between this training and the knowledge, skills and behaviours needed for the apprenticeship standard. • Employers need to cover the costs of registration/examination/certification costs. • Employers could cover costs of delivery where there is no overlap
Assessment Gateway Purpose Checklist • Employer, apprentice and trainer/assessor involved • Check that apprentice has achieved the knowledge, skills and behaviours outlined in the standard • Is apprentice ready for End Point Assessment – opportunity to progress ü Find an Assessment Organisation for EPA ü Decide what month the apprentice will be doing EPA ü Contact the Assessment Organisation and book EPA
End Point Assessment Delivery Models Model Direct Delivery Partnership Delivery Description Considerations Procurement of “off the shelf” End Point None Assessment for a specific standard. End Point Assessment service covers all independent assessment requirements contract-in occupationally - competent assessor Assessors must not be linked to resources from a partner organisation to deliver any on-programme delivery of the EPA on behalf of Pearson apprentice Pearson would be accountable for the EPA and would provide all other aspects within its role Assessors must be employed (e. g. assessment tools, specification design, within a separate organisation o resources, standardisation, assessor training separate legal business entity (e. g. etc) a separate organisation with a separate team to deliver assessments)
Partnerships – process • Partnerships with PTPs and FE Colleges – managed by Account Manager • ‘Expression of Interest’ form to gather additional information • We will review and set up a subsequent meeting for due diligence process • Not looking at organisations offering 1 or 2 assessors Letter of Intent Process to confirm EPA demand: ‒ allows us to develop EPA services & plan accordingly ‒ New Template document created ‒ Will also require a signed contract with ‒ each providers to allow payment by ESFA
Partnering with employers. . example Smart Meter Installer • EPA Starts April 2017 • Quality Assurance of British Gas EPA assessments • Portfolio, observation and interview • Approve British Gas assessors • Customer informs Pearson of EPA dates to enable QA allocation . . live Customer Services Practitioner • EPA Starts September 2017 • Full End Point Assessment service • Showcase, observation and professional discussion • Recruit and contract assessors • Booking and registration system for assessors and users Potential Partnership Delivery Model: e. g. Property Maintenance Operative (EPA not live) Provider wins contract to train & asses employer learners on –programme Prepares learners for end point assessment Agrees with employer to enrol on Pearson EPA. Provider registers learner on EPA Pearson develops EPA specification, test items, recruits assessment staff and issues test Provider, with employer, supplies testing venue approved by Pearson to agreed standard Periodic inspection & audit to ensure no conflicts of interest or collusion practices operating Pearson issues results
