I. DIAGNOSIS Student Self-governance at Ilia State University Objectives and Functions: • Protection of students legal rights and interests • Increase student civil activity • Solve students' administrative and educational problems • Organizing cultural, sports, scientific and other activities • Identify student capabilities and talents • Establishing cultural, sports and other relationships with other higher educational institutions • Providing student participation in university management

II. GOAL • There is no space for sports activities except one medium size playground that is not enough for 16 000 students. Create outdoor space/place for sports activities • Resolved problems: Development of healthy life style; relaxing & fan; better communication…
III. PEOPLE The Department of Student Affairs announces a competition for students who have to submit projects with the ways of implementation. The best project will be chosen through the competition. If necessary University can offer a recommendation to the Ministry of Sports and Youth, which has a target funds for similar projects.

V. TIMETABLE • Defining problem and open discussion –October. November, 2017; • Competition for student projects – December, 2017; • Reviewing projects and defining winner – May, 2018; • Work procedures – June-September, 2018.
VI. OPPORTUNITIES & THREATS Threats: • Having no support from University • Students unwillingness to be active • Staff indifference • Inability of fundraising Opportunities: § Problem popularization by media § Involving popular people § Active communication with community & selfgoverning organizations
