IHO S-121 Standards on Maritime Limits and Boundaries Vision Sébastien Durand Canadian Hydrographic Services 1 st Project Team Meeting, October 10 -14 th 2016 New York , US
Maritime Limits and Boundaries Conceptually, Maritime Limits and Boundaries (MLBs) are the constructs used to delineate maritime zones and forms the legal foundation of the marine domain. UNCLOS MLBs (EEZ) http: //www. marineregions. org/eezmethodology. php
S-121 vision The S-121 will take a practical step toward achieving the vision of S-100 as it was established: to expend the user base and better accommodate the requirements of our digital world. The S-121 will be designed to providing a flexible management and communication solution that can support any type of MLBs for the broadest range of users.
S-121 Purposes 1. 2. 3. 4. 5. Describe MLBs in terms of what they are, what they embody and what they are used for. Allow States to communicate official digital representations of their maritime limits and boundaries. Respect the provisions of UNCLOS and support flexible implementation Provide an expandable framework able to support other maritime delimitation requirements Be an extension of S-100 supporting the administration of the marine domain.
S-121 Structure § § An administration structure cannot be stored in the geospatial object attributes. Administrative information needs to be managed at the object level with attributes of their own. Enabling independent management of the administrative information related to MLBs geospatial components facilitating update, management, sourcing and versioning. Such a structure would go beyond cartographic information system.
Requirements Support § Description of the administrative information § Support versioning and sourcing § Description of simple and complex situations § Simple, usable and expendable implementations
