IHCDA HOUSING CHOICE VOUCHER PROGRAM MAY 13 TH, 2020

THE HCV PROGRAM AND HOMELESSNESS IHCDA has implemented several policies within the HCV program to target homelessness. In collaboration with the Indiana Permanent Supportive Housing Institute IHCDA has provided project-based vouchers to 430 units of PSH with an additional 181 committed to future projects. Beginning this year IHCDA has also implemented limited preferences for up to 100 referrals from Coordinated Entry each year and 50 referrals from PSH projects receiving Co. C rental assistance for residents moving on from PSH.
LIMITED PREFERENCES In 2020 IHCDA added the following two preferences to the HCV Administrative plan: 1. Each year IHCDA will preference no more than 100 applicant households referred by a homeless service provider through the Indiana Balance of State Continuum of Care (Bo. S Co. C) Coordinated Entry (CE) system. This preference will be limited to applicants who are the first eligible family on their local Coordinated Entry by name list. Once IHCDA has issued vouchers to 100 households receiving the homeless preference referrals will stop being accepted until the next calendar year. 2. Each year IHCDA will have a limited preference for households moving out of Co. C supportive housing. Household must have a letter of commitment and referral from a service provider to provide services to support the household in their transition. The service provider may not provide a referral until the tenant has resided in Co. C supportive housing for at least one year. Services must include housing search assistance and assistance in understanding HCV program rules. This preference will be limited to the first 50 referrals in a calendar year.
ELIGIBILITY For a household to be eligible for the CE limited preference they must meet the following three criteria: 1. Be the first eligible household on their local CE list 2. Have no household member subject to a lifetime sex offender registration requirement in any state 3. Have never been convicted for the production of methamphetamine on the premises of federally assisted housing
ELIGIBILITY For a household to be eligible for the Moving On limited preference they must meet the following eligibility criteria: 1. Have lived in their current PSH property for at least 1 year. 2. Have no household member subject to a lifetime sex offender registration requirement in any state 3. Have never been convicted for the production of methamphetamine on the premises of federally assisted housing
REFERRAL PROCESS FOR CE 1. Identify first household on local CE list. 2. Verify no household member is subject to a lifetime sex offender registration requirement in any state. Use https: //www. nsopw. gov/ to search. 3. Work with the household to fill out and collect signatures on the required paperwork 4. Make copies or work with household to order Birth Certificates and Social Security cards for all household members. 5. Make copies or work with adult household members to obtain government issued photo ID. 6. If any household member requires reasonable accommodations document the request to submit with the referral packet. 7. Scan and send referral packet to mbowman@ihcda. in. gov or fax to 317 -2321257
AFTER REFERRAL 1. IHCDA will work assign a local caseworker to the household or port the voucher to the Public Housing Authority with jurisdiction in the location they wish to live. 2. The caseworker will reach out to the household to schedule a briefing. Will either contact the family directly or contact an advocate/alternative contact 3. Household will be briefed and issued a voucher. 4. Local Caseworker will provide limited assistance in conducting a housing search. If your organization is able to continue providing casework to the household, please work with them to locate housing to the extent possible. 5. Once housing is identified an inspection will be scheduled 6. Once the housing passes an inspection the household may immediately execute a lease and move in
REFERRAL PROCESS FOR MOVING ON Same as the Limited Preference process for CE except for the following • • Household must have resided in their current unit for at least one year Referring organization must commit to not identifying new households for the unit until new housing is identified for the household being referred. Referring organization must commit to assisting the household in their housing search Referring organization must certify that the household can remain in their current unit for as long as it takes to identify new housing, as long as they remain eligible
LIMITS ON REFERRALS Coordinated Entry Referrals • • • Limited to 100 referrals each calendar year No regional limits on referrals First come first serve Moving On Referrals • • • Limited to 50 referrals each calendar year No limits on referrals from each property First come first serve Notice of Referrals being Closed • IHCDA is accepting referrals at all times unless a RED notice has been posted on the IHCDA website notifying organizations that referrals are closed.
