IEEE Standards Association IEEE ETSI and Bluetooth Meeting

IEEE Standards Association IEEE, ETSI, and Bluetooth Meeting August 31, 1999 Monarch Hotel Washington DC USA Richard J. Holleman, IEEE-SA Standards Board Chairman 31 Aug 99

Meeting Goal & Agenda l Goal – The goal of the meeting would be to see to that there is a possibility for the three of us (Bluetooth, ETSI and IEEE) to cooperate and to write down an action list. l Agenda 5: 00 pm to 8: 00 pm – Short update and participants goals – How could IEEE, ETSI and Bluetooth cooperate to reach goals – What are the related next steps 31 Aug 99

IEEE: An Overview IEEE Established in 1884 (AIEE & IRE) l IEEE Dec 98 Membership was 334, 811; 66% USA & 33% Non-USA l IEEE produces 30 percent of the world's published literature in electrical engineering, computers and control technology, l IEEE holds annually more than 300 major conferences and l IEEE has more than 800 active standards with 700 under development. 31 Aug 99 l

Participant Goals l “Do the right job at the right time. " ETSI - IEEESA Co-operative Agreement 21 Apr 99 – Annex 1 b) IEEE-SA 802 (Radio LANs), number 3 l IEEE wants to comply to following statement from the Bluetooth SIG: – “Additionally the Bluetooth SIG is currently in discussions with ETSI to develop a world-wide standard based on Bluetooth that covers the entire Bluetooth capabilities stack. If these discussions go forward, then the Bluetooth SIG would like ETSI and IEEE coordinates their efforts so that both standards interoperate. ” Jim Kardach, 15 Jul 99 31 Aug 99

How to cooperate l Scenario Planning – Scenario 1 31 Aug 99

Scenario 1 l Bluetooth v 1. 0 A Foundation Specification – L 1 -L 7 l Standard – ETSI L 3 -L 7 – IEEE 802 L 1 -L 2 31 Aug 99 = ETSI/IEEE Interface { 7 Application X. 400 and X. 500 EMAIL 6 Presentation 5 Session 4 Transport Control Protocol (TCP) 3 Internet Protocol (IP) Network 2 Data Link 1 Physical ISO OSI Layers Logical Link Control (LLC) Hardware Medium Access Control (MAC) Software Physical Layer (PHY) IEEE 802 Standards

Scenario 1 (cont. ) l Issues – Prevent consumer and user confusion that could result from noninteroperable specifications, and – Provide a mechanism to test interoperability between Bluetooth, IEEE, and ETSI solutions by maintaining appropriate testing interfaces. 31 Aug 99 ?

Scenario 1 (cont. ) Application Presentation Session = Transport 31 Aug 99 Transport = Transport Network Data Link Physical Specification Standards Development Standards

Scenario 1 (cont. ) l Summary – The IEEE feels a cooperative arrangement could be agreed to by both Standards Development Organizations. – We would envision IEEE carrying the ETSI standard so users could get both and the same for ETSI by having them carry the IEEE standard. 31 Aug 99

Next Steps l l l l Exchanging of information from the P 802. 15 e. g. , Bluetooth/IEEE areas, Accessibility of Bluetooth/IEEE working documents and Bluetooth/IEEE drafts, and The nomination of an observer from IEEE P 802. 15 Working Group to the relevant ETSI technical body and vice-versa Sharing Bluetooth/IEEE agendas that contain items of mutual interest ETSI to commit to the conversion of IEEE P 802. 15 (OSI/ISO Layer 1 and 2) outputs into ETSI deliverables by a "to be" designated ETSI Technical Body and vice-versa If this ETSI Technical Body is inclined then we welcome ETSI Editor assistance in drafting this IEEE P 802. 15 (OSI/ISO Layer 1 and 2) document(s) Recruit ETSI Technical Body Members into IEEE P 802. 15 Identify ETSI role in the P 802. 15. 1 Draft Comments 31 Aug 99
