Placement Preference • Tribes can determine their own placement preferences by resolution, and should be considered first when a local social service agency is making a placement decision • There is an established placement order that agencies are required to follow. Due diligence in efforts to follow preferences should be documented. Each placement needs to be given consideration in the following descending order • Agency staff are responsible for actively engaging, assisting, and jointly working with a family’s and child’s tribe(s) with development of case plan goals, services, recommendations and placement. 3

Foster care/Pre-adoption Placement Preference: Each placement should be given consideration in descending order: 1. Tribal placement preference, if established through tribal resolution 2. A member of an Indian child’s extended family 3. A foster home that is licensed, approved, or specified by Indian child’s tribe 4. An Indian foster home licensed or approved by an authorized non-Indian licensing authority, or 5. An institution for children approved by an Indian child’s tribe or operated by an Indian organization which has a program suitable to meet a child’s needs. Note: Consideration can be given to an Indian child or their parents’ preferred placement, but this is not the sole consideration when contemplating foster care or pre-adoptive placements. Tribal input in this decision should be given consideration, as well. 4
