Current status of the Radiation Safety Infrastructure/cont’ LEPL – Agency of Nuclear and Radiation Safety is a sole governmental authority that regulates nuclear and radiation objects and activities in Georgia with shared responsibilities with different authorities outlined under the comprehensive law Authorizing nuclear and radiation activities; Conducting planned or unplanned inspections; Taking enforcement measures (limited); Controlling physical protection system for objects and radioactive substances; Participating in nuclear or radiological emergency measures; Fulfilling the obligations stemming from the international treaties; Taking measures for providing the general public with the information related to nuclear and radiation safety; Providing service in the framework of statutory competence. 2018 IAEA School for Drafting Regulations - Nuclear Safety Georgia 4

Regulations development and approach/cont’ In case of Law, initiated draft regulations undergo: • Committee hearings; • Plenary Hearings. The main drafting approach is to implement IAEA Requirements/Standards/Guidelines into Georgian legislation at any level This approach is reflected into Association Agreement with EU ‘cooperation on nuclear safety, security and radiation protection, in accordance with the principles and standards of the International Atomic Energy Agency (IAEA) and the relevant international treaties and conventions concluded within the framework of the IAEA as well as in compliance with the Treaty establishing the European Atomic Energy Community where applicable. ’ (subparagraph “k”, Art. 298) 2018 IAEA School for Drafting Regulations - Nuclear Safety Georgia
