HSE @ CERN Simon Baird ACCU 6 th December 2016 27/11/2020 HSE @ CERN : ACCU meeting 2
HSE @ CERN • • • Objectives Site safety & security Safety rules Safety support An environmental protection strategy for CERN 27/11/2020 HSE @ CERN : ACCU meeting 3
HSE: Excellence in Safety • Safety support to departments & large experiments • • Quality Assurance • • Ensure HSE manage all activities in a sound and efficient manner Ensure HSE all deliverables are of required quality before delivery Standardise working methods Safety must be included from the initial approval for all projects • • Work as partners to find solutions together Where HSE establishes the regulatory framework Preparation for LS 2: preliminary risk assessments, safety rules, safety training etc. HSE will be a member of the Research Board Emergency preparedness • • • Fire Brigade and Medical service join HSE Fire Brigade restructuration is underway CERN Crisis Management response will be managed from HSE 27/11/2020 HSE @ CERN : ACCU meeting 4
HSE: Excellence in Safety • Reducing the environmental impact of CERN: Producing an environmental impact document for CERN is the first step Chemical risks to local rivers, water table, soil etc. Noise impact of CERN installations Air pollution Radioactive waste q q q limit the production, ensure safe intermediate storage and final elimination pathways to the Host States § • Radioactive Waste Treatment Thanks to the RP Tripartite agreement CERN can start to eliminate a backlog of 50 years of RP waste • • Essential to create space for waste from LS 2 and to show we can really handle the waste we produce Sorting and characterizing waste at source (as we sort recycling) In parallel with the elimination CERN must also minimize the waste produced during the entire lifecycle of equipment and facilities • • • Conception, design, operation, dismantling and disposal 27/11/2020 HSE @ CERN : ACCU meeting 5
Site safety and security • Increased threat across Europe • • Site access & Access cards • • • Access cards required for site access Site access only for people who need to be here Offices are for working not living (HSE & EP will follow-up) …. . Strict follow-up for all suspect and unidentified packages by CERN FB • • • Includes CERN Evacuation Set up a security exclusion zone Call Geneva bomb disposal team (if the package is not immediately identified) Notify Crisis Management Mainly at/around the hotel! • • Frequent (>1 per month) Last case was 30 th November 27/11/2020 HSE @ CERN : ACCU meeting 6
Safety Regulation SR-SO Responsibilities and organisational structure in matters of Safety at CERN 27/11/2020 General Safety Instructions (11 Documents) HSE @ CERN : ACCU meeting 7
Safety responsibilities Collaborating institutions (CIs) must ensure that • • their personnel, activities and material they bring on site comply with the CERN Safety Policy and Rules. their personnel is adequately trained and medically fit for its activities at CERN Each CI must nominate for each activity and Experiment, in which it participates, a ‘Safety Correspondent’ and follow up on information or requests provided by/through him/her “new” • 27/11/2020 HSE @ CERN : ACCU meeting 8
The Safety correspondent Safety Correspondent = contact between CERN and home institution to channel information in matters of Safety Aim: • Allow CERN to fulfill its obligation to inform the employer about CERN work environment, including hazards, and applicable procedures • Allow home institution to fulfill its obligations as the MPAs employer (i. e. issue authorizations for work in radiation areas … ) 27/11/2020 HSE @ CERN : ACCU meeting 9
The Safety correspondent Responsibilities • • Act as a communication channel between CERN and collaborating institution in matters of Safety • Ensure follow-up by CI of CERN requests in matters of Safety • Ensure that team members receive information regarding Safety at CERN including the CERN Safety Policy and rules • Possibility to nominate the same Safety correspondent for several activities or Experiments • Safety correspondent must be an MPA • The team leader will be the Safety Correspondent by default, but they can nominate somebody else 27/11/2020 HSE @ CERN : ACCU meeting 10
Safety support • HSE can help you • • • Not just an inspection and derogation service What you want to do/install? What are the rules you have to follow? How can you meet the twin goals of taking data and doing things as safely as possible? Use a pragmatic approach, but only if we have time to understand what you need to do Contact us early • • Project & Experiment Safety Support = PESS https: //hse. cern/content/pp/pess 27/11/2020 HSE @ CERN : ACCU meeting 11
