Evaluation Reports Used to evaluate a cadet’s performance and potential. • How well a cadet performs his or her assigned tasks and lives up to the Guiding Values during the rating period, as judged by the rating officials. • Identifies cadets who are best qualified for promotion and assignment to positions of greater responsibility.
Evaluation Reports Intent of evaluation reports: 1. To evaluate today’s cadets to select and develop tomorrow’s leaders. 2. To drive rated cadets to meet or exceed established performance objectives and standards. 3. To provide specific examples of strengths and areas needing improvement, and provide guidance on how subordinates can improve their performance.
Rater, Senior Rater and Reviewer • Rater = direct supervisor of, and superior in rank to, the cadet being rated • Senior rater = the rater’s direct supervisor (and superior in rank) • Reviewer = “in the direct line of supervision and senior in paygrade or date of rank to the senior rater. ” “…reviews provide oversight of the evaluation reporting process, compliance with the policy and procedural guidance, and the accuracy or consistency of the completed reports. ” AR 623 -3
Rating Scheme [Chain] • Rating Scheme: delineates rater, senior rater, and reviewer responsibilities for every assigned position in the UMR. “A rating chain is established by the CDR, commandant, or leader of an organization and maintained by rating officials to provide the best evaluation of an individual [cadet’s] performance and potential. A rating chain also ties the rated [cadet’s] performance to a specific senior or subordinate relationship. This allows for proper counseling to develop the rated [cadet] and accomplish the mission. These functions are normally best achieved within an organization’s chain of command or supervision. ” AR 623 -3

Cadet Evaluation Report Part I Administrative Admin note for Period Covered: From = date cadet arrived to campus, 201608 xx Thru = reading day of fall semester, 20161214
Cadet Evaluation Report Part II Authentication Admin notes for Signature of Rated Cadet: 1. Final (signed) evaluations are due to the S 1 on December 15 th 2. Senior Rater is required to do the final counseling and have the rated cadet sign once complete. 3. Rater will also counsel the rated cadet.
Cadet Evaluation Report Part III Duty Description and Activities Admin notes for Daily Duties and Activities: • Refer to SOP Chapter 3 for daily duties associated with principal duty • Activities are implied tasks or extra duties related to the principal duty position, not extra-curricular.

Cadet Evaluation Report Part V Performance and Potential (Rater) - Comment on specific aspects of performance! - Comment on potential for promotion! - Identify unique skills/areas of expertise of value! Admin notes for evaluation of “potential for promotion”: • Not more than 20% can be “Definitely promote. ” (excluding officers) • Not more than 50% can be “Definitely promote” or “Promote” • No limit on “Ready” • Only use “Do not promote” when it can be upheld by documentation
