This meant that unlike Nazi Germany, Fascist Italy experienced no loss of major artists.

Mussolini wanted to form a clear doctrine of Fascism. 1925 over 200 intellectuals met at Bologna to produce the Manifesto of Fascist intellectuals. ‘Without fascism there can be no true culture!’ Counter Manifesto declared fascism and culture incompatible.
