Home Care Satellite positioning for Caregivers & Clients The task is to find a way of retrieving the location of a carer in relation to the client they are visiting. This must be achieved without infringing the legal and civil rights of the caregiver and must be performed with their full cooperation and permission. The document will attempt to address how this can be achieved whilst delivering: • Business benefit to the Home Care organisation • Optimal care to the client • Minimum intrusion to the carer. This document is a proof of concept and not a specification

WDM Systems Office / on-call laptop The application is currently developed for android smart phones and requires: • Satellite GPS to be enabled. • Internet to be enabled. • Wifi can be enabled but, in some cases, can give less accurate readings. But allows maps to be uploaded quicker. • Mobile data roaming is not necessary. This document is a proof of concept and not a specification

Initiation Process Description 1. Caregiver goes to Client home and initiates transfer of client location from outside the house near the front door, not under cover. 2. Transmission will include latitude, longitude, accuracy and a client and caregiver identifier which is sent to the WDM System. 3. The first time a caregiver uses the system they will need to log on in order to identify themselves to the system. The GPS returns a latitude, longitude and accuracy. The accuracy is an estimate of how well the other two values reflect the location of the phone in metres. The lower the accuracy value the more accurate the location as calculated by the satellites. Without Wifi the map takes longer to load and sometimes doesn’t load at all. But if the accuracy is within 10 – 15 metres that suggests the carer has a good enough reading and can proceed to the schedule visit page. The most consistent and accurate results are returned when the Wifi is disabled and GPS enabled on the carer’s phone. Though we have found consistent results from the same phone it is not been verified that different manufacturers and different models will necessarily produce the same results. It is known that the same phone with Wifi switched on or off will produce significantly different results. This document is a proof of concept and not a specification

Daily Process Description 1. Carer initiates app on their phone and enables GPS. 2. Phone downloads schedules for today and next days visits on daily schedule. (Visit to client with arrive and leave times). 3. The phone will try to improve on the returned position by repeatedly requesting the position from the satellite. 4. The carer presses the schedule button and selects the appropriate visit. 5. The carer completes the comment field, if necessary, and presses the arrive, leave or comment button depending on what action they are performing. 6. The app sends the information to the internet and sends a message to the phone that it is recorded and automaticallylogs out of the app. There will need to be a number of fail-safes to ensure when the mobile is not transmitting data or when it is not receiving a GPS signal. A failure that does happen is when the phone cannot communicate with internet / WDM Systems. When this happens the arriving and leaving of the carer is saved in cookies in the carer’s phone. When the internet connection is resumed, usually at the next visit, the cookies are sent to the WDM System and deleted in the mobile phone. In order to use this feature the carer must have started the app earlier in the day to download their daily schedule. This could be done from their home with the Wifi turned on. (Though the data volumes are small, less than 1 KB, so not absolutely necessary). If the cookies aren’t downloaded within one day they will automatically expire / delete. (This delay can be extended to any time length, if required. ) This document is a proof of concept and not a specification

These will be stored for later use. The schedule can be viewed by administrator(s) and modified. As each Caregiver starts the app on their mobile phone a handshake will take place where the WDM System will download the daily schedule and receive confirmation that the mobile has received. If the schedule changes, the administrator will change the data which will force the mobile to download the daily schedule and clear the previous schedule. When the visit time is reached the mobile will start receiving location data and sending it to the WDM System. A time-stamped record will be made when the caregiver reaches their destination. The WDM System will pole the schedules every 5 minutes checking that calls are being completed. If a call is more that 10 minutes overdue on the arrival an email will be sent to the duty manager that the carer has been unable to log their visit to client name and arrival and leave times of visit. It shows the unique ID received from the caregiver’s phone. The latitude and longitude, the location accuracy and a date/time stamp to a precision of seconds. The unique ID will be matched to a caregiver and the latitude and longitude will be matched to a distance between where they should be (client site) and where they are at the time of the timestamp. A distance between locations will be calculated with plus/minus accuracy to determine they have reached the client destination. At present we are only considering the period during the caregiver client visit. We have made an assumption that any time outside of the visit belongs to the caregiver and there is no legal precedence that suggests that this information should be available to the home care organisation. However, this may be extended, if it is considered mutually beneficial for all parties (caregiver, client and home care company), to a time period immediately prior to and after the scheduled client visit. However, the collection of the location will be taken from the caregiver phone app during a period that the caregiver is at the client site. The administrator will select the client based on the text received. This will show us where the caregivers should be at specific visit times. It is understood that caregivers may take the client out, which will be addressed in later developments. Export Actual visits to 3 rd party system The caregiver / client visit actual times will be exported from the WDM and imported to the 3 rd party system for record keeping and invoicing.
