Importance of Data Privacy Federal and state laws govern data privacy, confidentiality and security and require CDE to collect data that may include personally identifiable information (PII). ØName, address, personal identifier ØOther indirect identifiers (e. g. , date or place of birth) Information that, alone or in combination, is linked or linkable to a specific student that would allow a reasonable person in the school community, who does not have personal knowledge of the relevant circumstances, to identify the student with reasonable certainty. (§ 99. 3) 4

Highly Qualified - Rules § What are the HQ rules? § To be considered HQ under NCLB, all core content teachers must: § Hold a degree § Be fully licensed (except for general education teachers in charter schools that have been waived from licensing by the State Board of Education) § Demonstrate subject matter competency 10
Highly Qualified - Requirements § Who has to be HQ? § All K-12 core content teachers must be HQ. § This means that regular and special education teachers who are the primary provider of instruction must be HQ in their particular content area(s). § Core content areas under NCLB include: English, reading or language arts; mathematics; science; foreign languages; social studies (civics, government, history, geography, economics); The arts (visual arts, music). § For more information on HQ requirements, please visit http: //www. cde. state. co. us/fedprograms/tii/a_hqt 11
