Introduction • Driving Awareness and Safety is a challenge that must be met by everyone. • It includes knowledge of: – The Law and the Rules of the Road – The Vehicle and Potential Problems – Safe Driving Practices – Programs That Promote Safety 2/25/2021 2

THE LAW AND RULES OF THE ROAD Rules of the Road are different and yet the same for all driving situations. – EX: In some countries drivers drive on the left and some countries drivers drive on the right. The left /right driving is the most obvious difference but whether you do it from the right of left side of the road making turns require the same thought process, “Right of Way” rules are inherently the same, passing rules are the same, solid lines rules are the same, etc…. What are the rules regarding who must yield the “Right of Way” at 4 -way stop intersections? Where is it found? Who can tell me? 2/25/2021 3

FMCSR - HRS 286 -291 County Traffic Codes • The Federal Motor Carrier Safety Regulations are regulations primarily for Commercial Motor Vehicles traveling Interstate and Intrastate • All laws regarding motor vehicles for the State of Hawai’i will be found in the Hawai’i Revised Statutes. HRS§ 286 -291. • Each county has a Traffic Code that can be found locally at the Department of Motor Vehicle Office 2/25/2021 4

New laws are presented each year and depending on the type of vehicle you drive at least two of the previous sets of Rules, Regulations, Statutes, or Codes apply to you. • • • The Legislature is the source for changing laws. Bills are proposed yearly, The proposed bills affect your ability to do business sometimes positively and sometimes negatively Example: Raising the class 4 license from 10, 001#26, 000# then to 13, 001#-26, 000# and finally to 15, 001# -26, 000#, but anyone operating a vehicle greater than 10, 001# must still attend a DIP. Positive? Or Negative? 2/25/2021 5

Example: The Van Cam. Enacted into law in one session. The program starts by the beginning of the next year and is killed very quickly by the same legislature who thought it would be the best Law to stop the speeding problem in Hawai’i. Positive? or Negative? Keeping up with the frequent changes is sometimes difficult at best. To insure that you and your company(s) are aware of the changes in the laws you have to keep track of proposed changes and additions; especially on the local level. It will affect your ability to operate your business. 2/25/2021 6

TRAFFIC CONTROL DEVICES There are three types of devices that are used to control the flow or direction of vehicles on the road. These devices come in three forms: l signs l traffic signals, l pavement markings. 2/25/2021 7

SIGNS When we look for the meaning of a sign, there are three characteristics of a sign that disseminate information. These characteristics are: shape, color, and symbol. SHAPE - The simple shape of a sign alone will often tell you the meaning of the sign. Let's go over some of the shapes and their meanings. These signs are basic in most countries. Octagon ----- Stop Triangle ----- Yield Round -----2/25/2021 Prohibition of Movement . 8

Vertical Rectangle ------ Movement Regulation Pentagon ------ School/Pedestrian Pennant ----- No Passing Diamond ------- Warning Horizontal Rectangle ----- Information & Guide As you can see, just "knowing your shapes" can be a big help in quickly getting the meaning of a sign. Another quick guide is the color of the sign. 2/25/2021 9

COLOR - The color of the sign itself (not the writing) will tell you

COLOR - The color of the sign itself (not the writing) will tell you a lot as well. The colors of the signs are: White---------------------------Regulatory Green----------------Distance or Directional Guide Yellow----------------------------Warning Orange-------------------------Construction Blue------------------------------Services Black---------------------------Regulatory Brown-------------------------Recreational Red------------------ Stop, yield, or prohibition If you are color-blind, then judging the meaning of a sign by its color will be a challenge but all that is needed is to combine the shape with the symbol on the sign. 2/25/2021 10

SYMBOLS - There are two types of symbols you will encounter. They are English language and International. The real difference between them is that you have to know English to read the English signs, but you do not have to know a country's language to understand an International sign. Here are two examples of an English sign If you did not understand English, it would be impossible for you to obey these signs. With the large numbers of international travelers and immigrants, there is a growing need for international signs. 2/25/2021 11

Note: The law says that you must be able to understand the basic English on our traffic control signs in order to get a driver's license in the State of Hawai’i 2/25/2021 12

MECHANICAL PROBLEMS & MAINTENANCE When a vehicle breaks down, it is not just inconvenient

MECHANICAL PROBLEMS & MAINTENANCE When a vehicle breaks down, it is not just inconvenient and expensive, it's downright dangerous. With all of the possible dangers on our streets and highways, no one wants to have a break down and be stranded. If you want to depend on your vehicle, then proper routine maintenance is critical. It's a lot easier than you might think to keep your vehicle in excellent running condition for many years but there will be times when mechanical problems happen. We will discuss a few of these problems and their solution. 2/25/2021 13

Every new and some older cars have a small, handy book that tells you

Every new and some older cars have a small, handy book that tells you most of what you need to do to keep your car in top shape--the owner's manual. Every car has its own specific maintenance schedule of what and when to perform specific services; this is located in a chart in the manual. • owner's manuals come with two types of maintenance schedules, usually • termed "normal service" and • "severe service. " What schedule are you? How many of you follow these instructions? 2/25/2021 14

VEHICLE SAFETY CHECK If you were a pilot, you would never think of taking

VEHICLE SAFETY CHECK If you were a pilot, you would never think of taking off without thoroughly checking your airplane first. These same safety checks are equally important prior to driving an automobile. The best time to find out about a problem or potential dangerous situation is before you drive. A vehicle inspection and a survey of the area around your vehicle should be performed before you enter your vehicle. Things to include in your vehicle inspection: • Surrounding area • Rims and Tires • Vehicle body • Under the hood 2/25/2021 15

STUCK ACCELERATOR If the accelerator sticks while your vehicle is in motion, you should, after making sure that it is safe: • put the vehicle into neutral and begin applying the brakes • try to get your vehicle off the roadway completely while still applying the brakes. • do not shut off your vehicle until you stop on the shoulder because shutting off the vehicle shuts off the power steering and power brakes, you may even lock the steering column! • do not attempt to unstick the pedal until your vehicle is safely out of traffic and has come to a complete stop, in cars it is most likely to be the floor mat which has moved over the accelerator. 2/25/2021 17

BRAKE FAILURE When you drive through a big puddle and your brakes temporarily don't

BRAKE FAILURE When you drive through a big puddle and your brakes temporarily don't work, that is not brake failure. The brakes are just wet. Applying the brakes for a few seconds will dry them out. When you are driving in normal weather and your brake pedal goes to the floor without the car slowing--this is brake failure! Your driving habits determine how long a set of brakes will usually last. Rapid stop and go habits wear down your brakes and not checking the brake fluid level increase the chance of failure. 2/25/2021 18

If you experience any of the following conditions when you brake, you should have them checked out by a certified technician immediately 1. Car pulls to one side 2. Brake pedal goes almost to the floor 3. Brakes make excessive noise Many automotive mechanics will provide free brake inspections. Take advantage of these offers and have your brakes checked thoroughly at least every 6 months. A timely inspection can save some huge repair bills later on, in addition to potentially saving your life by reducing the chances for brake failure. 2/25/2021 20

Maintaining your brakes is the key here. If you don't want your brakes to go out on you, then you must thoroughly maintain them. If you don't maintain your brakes you may get into a collision. Although it may be a little inconvenient, maintain your brakes for your safety. How much is your safety and that of your family or co-workers worth? "If you burn up the engine, the car won't go, if you burn out the brakes, the car won't stop!" 2/25/2021 21

OVERHEATING There are many reasons a car can overheat. Some of these can be prevented by changing the way you drive, others can be prevented by routine maintenance The cardinal rule for checking the cooling system of your car is to check it only when the engine is cold. Never check it when it is hot, and always with the engine off. Check the coolant level at least once a month, and change it every year or at least every other year. 2/25/2021 22

HOOD LATCH FAILURE If the hood suddenly flies up while you're driving, you must immediately take action to get off the road. • Don’t panic. Slow down the vehicle • Immediately put your hazard flasher lights on to warn other drivers of your situation. • While leaning forward, look through the space in between the dashboard and the lower part of the hood • Maintain control of the steering wheel and pedals • Use the center line marking to guide your car • After making sure it is safe, signal and pull to the side of the road. 2/25/2021 24

LOW OIL (OIL LIGHT IS ON) "Oil is the life's blood of your engine, " or so the saying goes. Without oil, your engine can quickly destroy itself. If the oil light goes on, you need to pull over as soon as it is safe so you can add oil. You should check the oil weekly, but only when the engine is cold and not running. check the oil level on an even, level surface so that your reading will be accurate. If you are low, only add the correct amount of oil (a "little bit extra" is not good; be as close to exact as possible). Change the oil and filter on a regular schedule. 2/25/2021 25

Unless there is some compelling reason to do it otherwise, "three months or 3000 miles" is a good schedule for changing your oil and filter or follow the directions of the maintenance schedule in the Owner’s Manual. The problems that we have discussed are a few of the many that could happen. Remember, adhering to a routine maintenance schedule will keep your car in good running condition. 2/25/2021 26

SAFE DRIVING PRACTICES DEFENSIVE DRIVING Good driving techniques are essential if you wish to avoid traffic collisions. Most collisions can be avoided if you (the driver) look for the subtle hints that present themselves before an imminent collision. A little "common sense" goes a long way in driving. The general idea is to predict or ask “What If” the other drivers on the road are going to do and compensate for their actions before it becomes a problem 2/25/2021 27

VISUAL LEAD TIME (SCANNING THE ROAD) In order to get to any location

VISUAL LEAD TIME (SCANNING THE ROAD) In order to get to any location you must first choose your path. When we think of choosing a path we often think of checking a map (which isn't a bad idea when you are not sure of where you are going--this gives you an idea of what to expect so that you can pay more attention to the traffic and pedestrians, not to the street signs). As related to defensive driving choosing a safe path means where your vehicle is positioned and where you should be in accordance with the existing traffic and other obstacles ahead of you 2/25/2021 28

The path you choose will depend on what you see ahead. This method of looking farther down the road is called visual lead time. To establish proper visual lead time on a city street l you should be scanning at least 15 seconds ahead, l least a block ahead (about 600 feet). l on the highway, you should also be scanning at least fifteen seconds ahead as well, and l At least one-quarter of a mile ahead. Remember, the problems that happen on the road ahead will eventually affect you, so you should try to see them in plenty of time so you will have enough time to react to them. 2/25/2021 29

DRIVING DISTRACTIONS A study published by the University of Toronto in the New England

DRIVING DISTRACTIONS A study published by the University of Toronto in the New England Journal of Medicine in 1997 stated that your chances of getting into a collision double while lighting a cigarette or drinking a beverage. Furthermore, your chances of getting into a collision quadruple when talking on a cell phone. The study also confirmed that hands-free phones are no safer than the conventional hand-held phones. "This may indicate that the main factor…is a driver's limitations in attention rather than dexterity, " said Dr. Donald Redelmeir of the University of Toronto. 2/25/2021 30

When you are behind the wheel of your car, the most important responsibility is safe driving. Distractions, such as the following: l such as talking on a cell phone, l reading the paper or a map, l drinking coffee or l performing personal hygiene will decrease your reaction time, which in turn will increase your chances of getting into a collision. Passengers in your vehicle can also become distractions that can pose a threat. Scenarios are as simple as conversations with a front-seat passenger, or may become more severe, such as a reprimand to kids in the back seat. 2/25/2021 31

KEEP SPACE CUSHIONS FOLLOWING DISTANCE An important key in avoiding collisions is leaving the proper amount of following distance behind the vehicle in front of you. It is critical for you to be able to stop in time to avoid a collision. One of the leading causes of collisions on the freeway is following too closely (tailgating). 2/25/2021 32

When determining the amount of space you should leave, you must take into consideration

When determining the amount of space you should leave, you must take into consideration the following elements: • The Road Conditions • The condition of the brakes and/or type of brakes you have • The incline of the road you are on: 2/25/2021 33

FOUR-SECOND RULE A commonly used method for allowing yourself proper following distance is the "Four-Second Rule. " Since it is difficult to visually estimate the distance in between your car and the car ahead of you, the idea is to use time instead to leave a "cushion" or space. It takes about 2 -3 seconds to completely stop when traveling at speeds between 35 mph to 65 mph, so if you have a four-second space cushion, you're leaving yourself more than enough time to react and brake when something happens up ahead. 2/25/2021 34

This is how to apply the "Four-Second Rule": When the car or truck in front of you crosses a certain fixed object on the side of the road, count "one thousand one, one thousand two, one thousand three, one thousand four. " If you reach that fixed spot before you get to four, you are not leaving enough of a "cushion. “ Slow down, open up space between you and the vehicle ahead and re-apply the rule. 2/25/2021 35

STOPPING DISTANCES PERCEPTION/REACTION + BRAKING DISTANCE = STOPPING DISTANCE A driver’s average perception/reaction time

STOPPING DISTANCES PERCEPTION/REACTION + BRAKING DISTANCE = STOPPING DISTANCE A driver’s average perception/reaction time is approximately three-fourths of a second. This time must be transferred to feet and added to your miles per hour. To do this, take the first digit of the speedometer reading and add it to the total speed. Example: If you are traveling 20 miles per hour, your vehicle will travel 22 feet between the time you react to the hazard and move your foot to the brake. 20 (mph) + 2 (1 st digit) = 22 feet reaction distance. 2/25/2021 37

ANTICIPATE OTHERS ACTIONS The things around you on the roadway, sidewalk, driveways, parks, and the like will definitely affect the safe path of your vehicle. Staying alert and focused in your driving environment will allow you to properly anticipate the actions of others. This last skill is critical for determining what conflicts are in your driving environment, how they may affect you, and what you can do to avoid the potential problems they may create 2/25/2021 40

S. M. O. G. TECHNIQUE Many people have a problem with safe lane-changing. The SMOG technique is designed to assist you in lane changing. SMOG simply means: Signal - Indicate your intentions. The law states that you must indicate a change of direction at least 100 feet before you actually change directions l Mirror - Check your mirrors to make sure that the lane change is safe l Over-the-shoulder -Look over your shoulder to check your blind spot l Go - If it is safe, proceed with the lane change l 2/25/2021 44

CHOOSE A SAFE ROUTE When we think of defensive driving, we often don't think of choosing a safe route as a type of defensive driving technique. Choosing a route which presents the least amount of potential problems is a great way to avoid collisions. l What are the traffic conditions today? l Where are the construction sites? l Are there any collisions on the road today? . All these questions should be asked answered. 2/25/2021 45

WHAT IS A "SAFE COMMUNITY"? Safe Communities is a model used by communities all across the country to identify and address local injury problems. Safe Communities allow citizens to predict when and where injuries are most likely to strike next and take the best course of action to keep them from happening at all. SAFE COMMUNITIES TAKING IT TO THE STREETS! There's a deadly epidemic running rampant through our streets, infecting millions of men, women and children each year in communities across our nation. The shocking part is most Americans don't even think of it as a health problem at all. IT STRIKES SUDDENLY AND WITHOUT WARNING. Maybe you're running down to the store to pick up a loaf of bread. Perhaps you're taking the family out to dinner, or just on your way to work. Suddenly and without warning, this epidemic strikes another victim every 16 seconds of every minute of every hour of every day. And no one is immune. 2/25/2021 52

IF THIS ISN'T A HEALTH CRISIS, WHAT IS? It takes its victims quietly - one here, one there - until before you know it, it's out of control. More than 40, 000 otherwise healthy Americans die every year. Over half a million are hospitalized. Another four million end up in emergency rooms. If this isn't an urgent health vehicle crisis in our communities, then what is? 2/25/2021 53

THE EPIDEMIC IS MOTOR VEHICLE INJURIES. And it's caused by the common, everyday, ordinary - but totally preventable - traffic crash. Isn't it about time you and your community did something about it? IT WOULDN'T HURT TO LIVE IN A SAFE COMMUNITY Ask your doctor. Most medical conditions are predictable and can either be prevented or controlled. And so can motor vehicle injuries. Up until now, we've disguised the way we think of traffic crashes and the resulting injuries by labeling them as mere accidents. By doing so, we preserve the myth that crashes simply happen, it can’t be helped, o one's to blame. They're an inevitable part of life. 2/25/2021 54

Whether you're a safety advocate, medical or health professional, elected official, business person, law enforcement officer, church leader, educator or a concerned citizen, Safe Communities can change the way your community looks at injuries, and influence actions it takes to reduce its injury problems. With thousands of people killed and millions more injured nationwide in traffic crashes every year, the Safe Communities approach has been proven to assist communities in reducing the all too frequent occurrence and unwarranted, wasteful costs of transportation related injuries. THE COST OF INJURIES IS STAGGERING Most people aren't aware that, beyond the terrible human tragedy of vehicle crashes, motor vehicle crashes have a hidden economic cost. • Each year, we spend $150 billion as a result of motor vehicle crashes. Nearly ten percent of that is paid by public funds - your tax dollars. • $17 billion is spent on medical costs, nearly 85% in the form of higher Medical costs and more expensive health insurance premiums. • Employers are hit particularly hard. Each year, American businesses pay over $50 billion for the cost of on-the-job and off-the-job crashes. 2/25/2021 57
