Responsibility of Proposed Authority § § § Ensuring that objectives of Government policy are achieved Overseeing and providing strategic direction to public section health institutes in Islamabad Overseeing health service delivery at primary and secondary level with policy framework Achievement of Key Performance of its programs Ensuring efficient performance of its programs; and Allocation / supervision of funds to health institutions 2
HEALTHCARE MANAGEMENT AUTHORITY BOARD § Nominating Committee under Minister-incharge will nominate Members of Board to be appointed by Prime Minister § 8 Members Board will consists of Doctors of Medicine, Surgery, Pediatric, Gyne and a Senior Nurse, three members of eminent professionals; and § Members will select a Chairperson by voting. 3
Healthcare Institutions Management § § Authority shall manage healthcare institutions and ensure delivery of health facilities Authority may recommend to Division: - Establishment of new healthcare institutions - Rationalization of existing health facilities - Up-gradation of healthcare institutions 4
Executive Office of Authority § § § Authority shall have an Executive Office headed by Chief Executive Officer CEO will be appointed by Board CEO will be responsible and accountable to Board CEO shall ensure provision of efficient primary and secondary health facilities and services / manage human resource / act as Principal Accounting Officer (PAO) / monitor, implement, execute development projects; and There will be a Finance Director appointed by Board. 5
Hospital Governing Body § § § Each hospital shall have 6 Members Governing Board (including 3 independent members, representatives of Medical Staff and Nursing Staff of hospital). CEO will chair the Governing Body shall ensure objectives of Authority are achieved Oversee effective management Approve budget of hospital Achievement of KPIs / ensure transparency; and Approve new hospital programs. 6
Management and Functional Structure of Hospital § § All personnel in hospital (including medical, nursing, technical, administrative) shall be appointed under Islamabad Health Service Cadre with TORs prescribed by Authority Existing employees will be offered options to continue with existing TORs or with new TORs All new appointments shall be contract basis There will be a Medical Director of hospital responsible for all clinical services. 7
(Contd. . ) Management and Functional Structure of Hospital § § § There will be a Clinical Department covering functions and specialties prescribed by Governing Body There will be a Clinical Board There will be a Nursing Director There will be a Hospital Director for all non-clinical functions of Hospital Director shall be supported by Management Committee Each Hospital shall also have non-clinical departments 8
Basic Health Units and Rural Health Centres § § Existing BHUs shall continue as headquarters and integration point for various vertical programs including LHW, Maternal Newborn and Child Health, EPIs, HIV, Malaria, TB, Hepatitis etc. Existing job description of BHUs shall continue until further review and modification by Board Availability of full time physician at these units shall be determined by CEO on case to case basis A non-medical administrator shall be appointed to oversee administration of BHU. 9
