HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING Welcome to an on-line health and safety training package intended for staff and students working within Uof. E buildings on the Edinburgh bio. Quarter campus Information contained within these pages is intended for use by University of Edinburgh staff and students only.
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING This on-line training package is intended for laboratory-based workers, but is not a substitute for more detailed training which may be organised by laboratory managers. CM&VM @ Eb. Q Last updated: March, 2020
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING Please take time to view the following material, and direct any questions to your H&S Advisor, Laboratory Manager or the H&S Manager for Uof. E buildings on the Edinburgh bio. Quarter campus (the contact details for whom are shown on the penultimate page of this presentation). CM&VM @ Eb. Q Thank you
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING “The brain is a wonderful organ. It starts working the moment you get up in the morning and does not stop until you get into the office. ” Robert Frost (1874 - 1963)
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING Some Definitions (Uof. E @ Eb. Q) HOURS OF EXPECTED BUILDING OCCUPANCY All those other than: • Weekdays from 18: 00 to 07: 00; • Weekends from Friday at 18: 00 until 07: 00 on Monday; and • University and public holidays.
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING OUTSIDE HOURS OF EXPECTED BUILDING OCCUPANCY THERE ARE … • Very likely to be fewer people available to support the work that’s to be done; • Fewer, if any, who might witness a problem and be able to respond; and • Few, if any, emergency support staff (Fire Wardens, First Aiders, etc).
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING The Downside • Working late, and for prolonged periods of time, can leave us unfit and more susceptible to illness. • Working late can create stress and tension (perhaps well downstream of the work being done).
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING The Downside • Working late can make a person less competent, and may compromise both safety and efficiency (theirs and that of others). • Working late can have a detrimental impact on a person’s family and social life.
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING • So, challenge the assumption that science simply cannot be done properly unless you’re doing it 25 hours a day, eight days a week. It ain’t necessarily so, and it’s not without consequences if you do. • Be seen to have thoroughly Justified your intentions to work late and/or alone.
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING So, it’s important to keep your working hours within sensible boundaries … for health, professional and personal reasons.
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING Some More Definitions HIGH RISK ACTIVITIES • Where RA explicitly prohibits work out-of-hours and/or on a loneworking basis. • CL 3 work. • Controlled radiation area work. • High risk manual handling. • Fumigation.
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING MORE HIGH RISK ACTIVITIES • Work involving flammable solvents (>200 ml). • Work within Controlled Area of the biomedical MRI. • Any other work specifically prohibited out-of-hours or on a lone-working basis.
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING Late Working in LN 2 plant rooms is permitted on an exceptional basis, and with the explicit permission of the relevant Principal Investigator. Lone Working in LN 2 plant rooms is very strictly forbidden.
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING Local Rules • There may well be other restrictions, applicable at a local level, with which you will be expected to comply. • This is one more reason why it is important for you to speak beforehand with your PI/Lab Manager.
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING Logging In/Out • Log kept at Reception in all Uof. E buildings on the Eb. Q campus. • Late working may be registered at any time during a normal working day. • Log in upon arrival at any other time. • But Always remember to log out when leaving.
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING Logging In/Out • On Each and Every Occasion that you are working outside hours of expected buildings occupancy. • Regardless of who you are and whatever others may (or may not) be doing.
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING “Hard work never killed anybody, but why take a chance? ” Edgar Bergen (1903 - 1978) (Charlie Mc. Carthy)
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING “Lone workers should not be at more risk than other employees. This may require more control measures. ” HSE
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING Some More Definitions LONE WORKING • People working separately from others. • Only one person working on the premises. • People working outside hours of expected building occupancy? • But quite possible also during normal working hours.
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING And, suddenly … you’re all alone!
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING Never be in a position as a lone worker where you would not have ready access to a means of calling for help, and be sure always to know what to do in the event of an emergency.
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING Practical Implications • Complete a lone working risk assessment, and ensure that it is properly endorsed. • Obtain explicit permission from your Supervisor. • Absolutely no high risk work. • Report problems.
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING More Practical Implications • Inform your Supervisor of any illness or condition that might have a bearing on your capacity to work alone safely. • Conform to all generic and local H&S rules. • Individual emergency actions are essentially the same as during normal working hours.
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING When the alarms begin to sound continuously …. Get up … Get out … And stay out!

HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING Hazard Identification Identify all the hazards specific to the lone working activity; evaluate the risks (low / medium / high); describe all existing control measures and identify any further measures required. Specific hazards should be assessed on a separate risk assessment form and cross-referenced with this document. Specific assessments are available for hazardous substances, biological agents, display screen equipment, manual handling operations and fieldwork. For details, see: http: //www. ed. ac. uk/schools-departments/health-safety/riskassessments-checklists/risk-assessments

HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING Equipment: 1. Work with any potentially hazardous items of equipment or materials 2. Manual handling loads L Ensure that any work which involves such items or materials is done during normal building occupancy. Operate a "buddy" system always being accompanied by a colleague - where this is not practicable. L Do not attempt to lift or move any load single handed which is likely to put you at all at risk of injury. Reschedule work to time when assistance is available. Alternatively, use lifting/moving aids where this can safely facilitate single person operation.

HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING • The example used to illustrate this process would be deemed to be insufficient because there is no tangible evidence that is has been reviewed and (if necessary) updated since the time at which it was originally prepared. • At the very least, a date and initials should be added to indicate that it has indeed been reviewed.
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING Field work (including overseas travel) is a special case, and special factors may need to be taken into consideration in the context of competent risk assessment (FA 1) and the provision of suitable and sufficient control measures.
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING Special factors may exist with respect to pregnancy in the context of late and lone working. So, a special maternity risk assessment (MA 1) may require to be completed too,
HEALTH & SAFETY @ Eb. Q LATE & LONE WORKING SAFETY TRAINING • Home-Working is not without risk. • First of all, why are you doing it? • Ensure that your line manager is aware that you are doing it, and approves; but also that you are working safely (e. g. display screen equipment).
