Access – NOW! • Query Access – receive a log in to access information in the Clinical Data Repository and view records in the HIE • Contact info@ak-ehealth. org for application and to arrange training. • Process takes about 4 weeks and includes DSM access as well • Direct Secure Messaging (DSM) – send and receive information to other providers in a completely secure manner • Contact info@ak-ehealth. org for application packet and to arrange training • Process takes 2 -3 weeks normally
Access – Future! • Data IN to the HIE: • Pilot project with Qualifacts EHR users • Project with AKAIMS users (beginning with small subset of users) • Interface once – use multiple times! • Additional EHRs • Interface writing can be to a well developed standard – HL 7, CCDA, XML • Hub and spoke (multi tenant software solutions) are often most economical
Opt In vs. Opt Out Model Opt Out Opt In • Patient must OPT OUT • Otherwise, they are Opted IN by default • Patient must OPT IN • Otherwise, they are Opted OUT by default
Consent Implications • Alaska is an ‘Opt Out’ state for medical data • However per 42 CFR part 2 clients must ‘Opt In’ • Working with Alaska Division of Behavioral Health, the Ae. HN Clinical Workgroup and Privacy and Security Workgroup on consent language and technology options • Education is key for behavioral health providers and their patients for successful opt in rates!
Consent Status Options Ae. HN supports three consent statuses: § Opt-in § Implicit consent for clinical data per Alaska state law § Explicit consent required for 42 CFR Part 2 organizations § Universal across the HIE § Partial-opt in § participant agrees data can be seen under certain circumstances § Universal across the HIE § Full-opt out (2 versions) § no data can be seen by any organization § can be for 42 CFR part 2 organization data or ALL data
AKAIMS Interface • Currently in development • Expected completion in May, 2018 • Does NOT mean that providers are ‘IN’ the HIE – simply that the interface pathway is available • Will pave the way for non AKAIMS EHRs to submit to the DBH Reporting Database
