ØThe Zambian government is giving priority to the health sector with the goal to ensure equitable access to healthcare services for all Zambians, i. e. better availability of adequate infrastructure, medical equipment and essential drugs. Unfortunately, few of the now well understood, steps necessary to make user fee removal a success were taken in Zambia. ØAs a result the immediate positive uptake in health care utilisation has not been sustained. Despite hard work by all involved, a number of failings helped to undermine the success of the policy.
ØLack of government action meant the most vulnerable suffered most. The evidence suggests the free care policy may have had a crowding out effect on the utilization of services by children under five years of age. ØIntegrating of services for reproductive health, maternal new-born, child and adolescent health at national level still remains a challenge and this fragments efforts at health facility and community
ØI fully acknowledge the critical role health plays in the development of the country and that no meaningful development or no economic growth can be attained when the population is faced with a huge disease burden. The cost of funding health care is, however, a huge challenge; demand for care is insatiable and difficult decisions have to be taken over the prioritisation of services. ØJoint planning, monitoring and evaluation: health facility will continue to contribute towards joint planning and implementation of national priority activities to maximize the gains of national priorities; including exploring new ways to improve pharmaceutical services.
