Headquarters U. S. Air Force Sustainability Update CLARE MENDELSOHN Director, Western Regional Environmental Office Air Force Center for Engineering and the Environment Integrity - Service - Excellence
Our Air Force Commitment The mission of the United States Air Force is “to fly, fight, and win…in Air, Space, and Cyberspace” OUR STRATEGIC VISION IS TO CREATE A CULTURE WHERE WE INCORPORATE ENERGY, ENVIRONMENT, SAFETY AND OCCUPATIONAL HEALTH AS CONSIDERATIONS IN EVERYTHING WE DO AND AS CENTRAL ELEMENTS IN THE FOUNDATION FOR OPERATIONAL SUSTAINABILITY Integrity - Service - Excellence
OSD Sustainability Policy – DRAFT Sustainability The capacity to continue the mission without compromise. It is the ability to operate into the future without decline – either in the mission or the natural and manmade systems that support it. Requires recognizing the shortand long-term, direct and indirect cumulative effects of activities on resources and taking decisive measures to minimize the impacts to operations and total ownership costs at all levels n Not an individual program; rather, it is an organizing principle that applies to all Do. D personnel, mission, and program areas and often cross-cutting activities n Integrity - Service - Excellence
Sustainability Concept -- Under Development -- Sustainability Reducing greenhouse gas emissions Using and producing green products, services, and systems Preventing pollution and eliminating waste Enhancing partnerships with Improving quality of other agencies and life for our people communities Saving energy and maximizing use of renewable energy sources Providing for a safe and healthy Fostering increased environment system efficiencies Reducing lifecycle costs through continual and environmental impacts improvement Integrity - Service - Excellence Reducing consumption of resources Implementing recycling and reuse programs 4
Considerations of Sustainability Air Force Operational Sustainability is… n Recognizing the direct and indirect impacts of Air Force operations on resources n Achieving better understanding of the full measure of resources needed in the present and the future to ensure the successful conduct of Air Force operations n Taking action by planning, designing and executing mission requirements in a manner that provides for the longterm sustainability of operations in the face of constrained resources. Integrity - Service - Excellence Sustain Operations
Operationalizing Sustainability Describes Air Force EESOH programs, processes and performance information n Economic, environmental and social resources must be balanced with mission requirements n Identifies objectives and goals for operational sustainability n FY 2008 Operational Sustainability Report currently under development n Integrity - Service - Excellence 6
Air Force Energy Approach Vision: Make Energy A Consideration In All We Do Strategy: Reduce Demand Increase Supply Change the Culture Integrity - Service - Excellence
Air Force as a Consumer 2007 Energy Use ($7. 0 B) Facilities 15% ($1. 1 B) Ground Equip 4% ($302 M) 8 Integrity - Service - Excellence Aviation 81% ($5. 6 B)
Reduce Demand Aviation n Reducing aircraft weight Optimizing flight routes n Evaluating training fuel loads n Facilities n Decreasing energy use n Purchasing energy efficient supplies n Developing sustainable buildings Ground Transportation n Buying low speed vehicles n Reducing vehicle fossil fuel use Integrity - Service - Excellence 9
Increase Supply Aviation Facilities n Test alternative fuel in AF n Largest Federal green power fleet purchaser and 8 th largest in US n Certify fleet on alternative fuel n Nellis AFB—largest solar array in by 2011 America n Cost-competitively purchase n Exploring commercial-scale 50% of domestic aviation fuel energy projects via “greener” alternative fuel blend by 2016 Ground Transportation 20 bases use ethanol n 63 bases use biodiesel n Testing deployable alternative fuel stations n Integrity - Service - Excellence
Change the Culture n Sustain a shared vision; keep it “fresh” n Lead by example; build consensus n Train & Educate n n Basic Training, Air University, USAFA, Technical and Leadership Schools Communicate n Measure & publish progress constantly n Celebrate success vigorously n Ruthlessly eliminate distractions n Collaborating with Allies, sister services, agencies, on energy and environment best practices Educate, Train, Communicate Integrity - Service - Excellence 11
Environmental Sustainability n Compliance-based approach structured around four pillars n Updating Air Force P 2 policy statement to further promote sustainability n Using EMSs to proactively identify and respond to environmental concerns n Initiated comprehensive inventory of Air Force GHG emissions in Feb 2008 n Will establish a baseline for future GHG emission goals Integrity - Service - Excellence
Sustainable Design/Development Issued Sustainable Design and Development policy in 2007 to: n Reduce the environmental impact and total ownership cost of facilities n Improve energy efficiency and water conservation n Provide safe, healthy, and productive built environments n Requires all vertical construction projects with climate control be capable of LEED Silver standard n Partnering to define sustainable communities rating system approach n Integrity - Service - Excellence
Sustainable Communities Tri-Service proposes a Fence-to-Fence rating system n LEED-like scorecard n 10 categories with requirements & credits under each n ‘Credit Sheets’ identify requirements and how to comply n Based on Asset Management and EMS n Each ‘credit’ mapped to Activity Management Plan n Continuous improvement process n n Proposed Categories: Planning Built Infrastructure Energy & Greenhouse Gas Emissions Transportation Water Efficiency Human Health, Development & Productivity Materials & Waste Management Community Engagement Natural Infrastructure Innovation & Regional Integrity - Service - Excellence
Planning for Sustainability is being incorporated into Air Force Planning Integrity - Service - Excellence 15
Way Ahead Management Principles Sustainability cannot be achieved by a single program n Requires a top-down, strategic, and multi-disciplinary management approach n Need to support the mission by focusing on viable economic, ecologic and human workforce planning and project implementation n Air Force Challenge To integrate sustainability principles smartly into our mission and policy to support operational requirements Integrity - Service - Excellence
