General Use of NAFs n n As specifically allowed in AFI 34 -201: n NAFs provide goods, services, facilities, equipment, and manpower for MWR programs and activities. ” n “The absence of a prohibition on a specific use of NAFs does NOT provide the authority to use NAFs. ” - AFI 34 -201, 4. 1 Chapter 4 of AFI 34 -201 lists uses and prohibitions n Read carefully and apply to situations Integrity - Service - Excellence

Specific Uses of NAFs n Equipment for MWR activities in an emergency n Require

Specific Uses of NAFs n Equipment for MWR activities in an emergency n Require installation commander approval n Report quarterly to MAJCOM any APF items purchased with NAF in an emergency n Child Development Center services for volunteers in base activities: n When the commander determines they serve the AF community n When APFs are not authorized n When space is available at the base CDC n Family Services programs, but not limited to just that program n Volunteers in different base organizations n Clinics, Legal Office, etc. Integrity - Service - Excellence

Split Purchases Prohibited n AFI 34 -275 (NAF Purchase Card Program) n n Paragraph 5. 3. 1 – Cardholder Responsibilities n Cardholders ensure they do not exceed the purchase limits established for their accounts. The total of a single purchase may include multiple items but cannot exceed the authorized single purchase limit. n Purchases shall NOT be split in order to stay within the single purchase limit. n AFMAN 64 -302 (NAF Contracting Procedures) Paragraph 2. 5 – Dollar Limitations n Total dollar value of a contract is based on the aggregate sum whether it includes revenues or expenses of the NAFI. n Note: Shipping costs are excluded from aggregate sum n Contracting officers and requirements generating personnel shall NOT split requirements to circumvent the dollar limitations.
