International Affairs Specialist Program (IAS) n n Background n IAS Program deliberately develops officers with regional expertise, language proficiency and pol-mil skills n Created in 2005 to meet Do. D Directive; centrally manages Regional Affairs Strategist (RAS)/Pol-Mil Affairs Strategist (PAS) career paths First RAS grads in 2009 n Dual-track ramp-up will meet requirements by 2018 Current Status n n n Global requirements currently filled with mix of certified RAS/PAS and best qualified officers Challenges n Expectation management over RAS/PAS shortfall during ramp-up n Insufficient Advanced Academic Degree (AAD) quotas Integrity - Service - Excellence 2

DD 1315. 17, Military Dept Foreign Area Officer (FAO) Programs n Secretaries of Military Departments shall develop commissioned FAO management programs n Apr 05: CSAF Sight Picture, Officer Force Development International Affairs Specialists (IAS) n Two paths created: Regional Affairs Strategist (RAS) & Political. Military Affairs Strategist (PAS) n Supported by CSAFs: Gen Jumper, Gen Moseley, Gen Schwartz, Gen Welsh n Fall 05: First IAS Officers selected for deliberate development n Summer 06: IAS selects begin training (NPS, ACSC) n Sep 07: Do. DI 1315. 20, Management of Do. D FAO Programs n Do. D through respective Services shall deliberately develop and manage a corps of FAOs to support the Do. D global mission Integrity - Service - Excellence 3

Building International Airmen: What Changed? n Before 2005: USAF Foreign Area Officer (FAO) Program Ineffective n “Career-killer” perception Lacked deliberate development; relied on self-obtained skills n No centralized career management n n After 2005: Institutionalized IAS Program n IAS program created to centrally manage two paths (RAS and PAS) n 1 st RAS graduates in 2009 – 1 st PAS graduates in 2007 n Increase in demand for IAS officers; 50% growth in billets since 2005 Promotion rates for IAS officers consistently above LAF through O-6 Integrity - Service - Excellence 4

International Affairs Specialist Program (IAS) n Regional Affairs Strategist (RAS) n Pol-Mil Affairs Strategist (PAS) n Regional Expert n Language proficiency n Advanced Academic Degree n At least 6 months regional experience n Broad Political-Military Affairs n No foreign language requirement n In-residence IDE/SDE graduate n 313 billets (requires pool of approx. 900 officers) n 282 certified RAS Officers n Annual development of 72 officers n 314 billets n 306 certified PAS Officers n Annual development of 88 officers n Selection at 7 -10 years of commissioned service n Selection at 10 -12 years commissioned service n Accession Sources n Deliberate Development (NPS/DLI) n Olmsted Scholar Program/Mansfield Fellows n Int’l IDE/SDE (foreign language) n Direct Utilization n Accession Sources n ACSC, Pol-Mil Specialized Studies n CSAF POLAD Internship n Int’l IDE/SDE (English language) n “Dual Track” Program = Alternating Assignment n Remain current and competent in PAFSC n Remain competitive for PME, Command n Translate regional expertise into military utility n Single Developmental Assignment n Deliberate career broadening n Provides Pol-Mil expertise IAS Program enhances functional communities by deliberately developing Airmen with LRC skills and competencies for future Building Partnership Capacity. International Affairs Specialist Advisory Panel (IASAP) n n Central body providing senior level program oversight and guidance n Annual panel chaired by SES n Focus is on development and sustainment of IAS officers Primary Tasks n Discuss and implement new initiatives within the IAS community n Implement AF and IAS policies, plans, programs and training affecting career field management n Conduct screening for IAS command billets n Provide career vectors to IAS officers Integrity - Service - Excellence 9
