Lessons Learned: Past TX Teacher Incentive Programs Varied Approaches Career Ladders (1984 -1993) Governor’s Educator Excellence Grant (‘ 05 -’ 08) Texas Educator Excellence Grant (‘ 06 -’ 09) District Awards for Teacher Excellence (‘ 08 -’ 11) Lessons Learned ü Need adequate & sustainable funding source – Formula funding, not riders ü Ensure inter-rater reliability and use multiple measures including student growth Teachers must have a fair, balanced process, not just the whim of an administrator ü Available to ALL teachers, and encourage professional collaboration - It can’t be limited to just a few, pitting teacher against teacher. ü Use it for recruitment & retention Teachers don’t get better because of a monetary incentive, but the incentive can keep them in the classroom longer

Key Points: Teacher Incentive Allotment (TIA) Districts will develop a local designation system and designate high-performing teachers (Master, Exemplary, or Recognized). Districts will receive additional funding ($3 -32 K per year) for every designated teacher they employ. Districts will receive greater funding for designated teachers who work on rural and/or high needs campuses. 90% At least 90% of TIA funds must be used on teacher compensation on the campus where the designated teachers work. TEA in partnership with Texas Tech University will approve the local designation systems.
Teacher Incentive Allotment works in conjunction with the Local Optional Teacher Designation System Master Exemplary Recognized National Board Certification The designation is added to a teacher’s SBEC certificate and is valid for five years.
