INTRODUCTION ● The Delivery process is not subject to any Contractors Passport Scheme, however The REA & RSTA recognise the need for drivers to have knowledge of the hazards and risks involved when delivering to the Surface Dressing Industry. ● Emulsion Tanker & Sprayer Drivers should remember that they are responsible for their own safety and for the safety of others, and also for the safety of their vehicle whilst at work.

HEALTH AND SAFETY AT WORK ACT 1974 Main Responsibilities of each EMPLOYER. ● Duty of every employer, so far as is reasonably practicable, to ensure the Health, Safety and Welfare at work of all employees. ● Section 2: Provide a Safe Place at work. ● Section 3: Have Duties to persons who are not his/her employees. Main Responsibility of each EMPLOYEE. ● Section 7: Take reasonable care for her/his own Health and Safety, and that of persons who may be affected by their acts or omissions.

SITE SPECIFIC RULES AND INSTRUCTIONS ● Specific site rules and instruction, are there for the Health Safety and Welfare of all persons entering the site. Fixed Sites ● All rules and procedures displayed at any site must be followed at all times. Any safety instructions given by management must be followed. Mobile Sites ● Sprayer operators must carry out an Emulsion Delivery Point Assessment before receiving a delivery.

EMERGENCY PROCEDURE Fixed Sites ● Fixed Emergency Site Specific Procedures are introduced to safeguard the Health, Safety and Welfare of all personnel whilst on site. A visiting contractor/supplier should be concerned with; ● ● ● Raising the alarm. Stop unloading and make safe. Alarms (Fire/Evacuation. Different sounds). Escape routes. Assembly/Muster Point location. Keeping Emergency Access clear. You should be made aware of emergency procedures on entry to site. If in doubt ask! Mobile Sites ● For Mobile site Emergency procedures – refer to any site documentation and site contact If in doubt ask!

FIRST AID MEASURES General advice ● IN CASE OF SERIOUS OR PERSISTENT CONDITIONS, CALL A DOCTOR OR EMERGENCY MEDICAL CARE. Eye contact ● Rinse immediately with plenty of water for a minimum of 10 minutes and seek medical advice. Skin contact ● Remove contaminated clothing and shoes. Wash off with soap and water. Wash contaminated clothing before reuse. Inhalation ● Not an expected route of exposure. Ingestion ● Do NOT induce vomiting. Clean mouth with water.

ACCESS & EGRESS ● Go directly to the delivery point by following the Traffic Management system or site contacts directions, obey information signs. ● Keep to the site speed limit. ● Be aware of all site vehicle movements. ● Be aware of segregated pedestrian routes. ● Drive with regard to site conditions and other site users. ● Mobile sites Raise your awareness and use all of the above.

SUPPLIER VEHICLE ● On entering site use dipped headlights until exit. ● Warning beacons must be used if a site instruction. ● Working reversing alarm. ● Seat belts must be worn. ● Drivers should know the maximum height of their vehicle. ● Follow any site specific rules REA Doc No: 004 -Rev 2.

DELIVERY TO SPRAYERS ● Respect the site Emulsion Delivery Point Specific Rules. ● Drivers must follow the REA procedure requirements for Tanker to Sprayer. ● The emulsion tanker and sprayer driver must maintain good lines of communication during the transfer activities, the emulsion tanker driver will stop delivery unless accompanied at all times. ● The sprayer driver must monitor their tank gauges during the transfer, or use agreed safe system of work for checking sprayer contents ● Be aware of all activities around the vicinity of the discharge point. Especially slips, trips and falls. REA Doc No: 004 -Rev 2.

EXCLUSION ZONE: EMPLOYEES AND PUBLIC ● Maintain a 3 metre exclusion zone. ● If any unauthorised personnel enter the 3 metre zone the transfer must stop. These stops must be reported (Raise a Near Miss) ● Maintain extra vigilance for other personnel & members of the public. REA Doc No: 004 -Rev 3.

ACCES RULES - 3 METRE ZONE 3 metre zone for pump delivery from tanker to sprayer, with spill collection containers. Good communication is the key to a safe delivery, without overflows of spillage to ground. REA Doc No: 004 -Rev 3.

ULLAGE AND DELIVERY CONTROL Pre Delivery ● To prevent any spills the Sprayer driver confirms the available ullage and required amount prior to transfer and enters it on the ullage note. ● The sprayer driver then signs the relevant box. ● Emulsion driver verifies the emulsion tanker is connected to the sprayer correctly by signing the relevant box. ● The sprayer driver remains in charge of the transfer process throughout the delivery. Post Delivery ● Once the transfer has been completed the emulsion driver disconnects the delivery hose and signs the relevant box. ● The sprayer driver verifies the disconnection and signs the relevant box. ● Staged loading must be carried out for first use or after periods of not being used. FALL PREVENTION – DELIVERY DRIVER ● The “Duty of Care” for Working at Height, is the responsibility of Site Management. ● It is forbidden for an Emulsion Tanker driver to climb on top of the delivery vehicle, or access to the top of customer sprayer, whilst the transfer is in progress. ● Access for Sprayer drivers to the top of the sprayers must be carried out under a task specific risk assessment.

PPE REQUIREMENT Agreed REA/RSTA PPE for an Emulsion delivery; 1. Safety helmet. 2. Safety Glasses 3. Full face visor. 4. Ear protection (if required) 5 Neck protector. 6. Safety Footwear 7. PVC long gauntlet gloves. 8. Long sleeves & long-legged clothing such as coveralls or boilersuits with high visibility. (Or HV Tabard) In addition to the above, Site Specific PPE requirements may vary. REA Doc No: 004 -Rev 3.

ENVIRONMENT & HOUSEKEEPING ● Keep the transfer area clean and tidy. ● Any Emulsion residue should be disposed ● ● ● ● REA Doc No: 004 -Rev 3. in receptacle must be disposed of correctly. Report all spillages to site management, and your employer. All spillages must be contained and prevented from reaching any water courses or drains. All spillages must be cleaned up immediately. Do not generate excessive dust. Do not dispose of any liquids down drains. Turn off engine when not required. Delivery drivers must Never attempt to clear a blockage in their pipeline without consultation from the transport office.

ENVIRONMENTAL RULES Use of buckets for drips can be used for any residual product. All residual product must be disposed of correctly. Under no circumstances should residual product be put down any drains. Any overflows or spillage to ground must be reported to site management and your Traffic Office before leaving site. VEHICLES AND PLANT - Trucks and plant are entering and leaving the permanent & mobile sites on a regular basis. Other trucks may manoeuvre and reverse in the vicinity of the delivery point. A banks person MUST be available to manage reversing operations in problematic situations. Extra vigilance and all round Safety Awareness is essential. REA Doc No: 004 -Rev 3.

VEHICLES AND PLANT ● Vehicles and Plant can be large ● ● and very dangerous, causing serious damage. Always make eye contact with the driver, and give right of way to the plant. All round Safety Awareness is essential. REA Doc No: 004 -Rev 3.

ACCIDENTS - REPORTING & DEFECTS ● All Accidents/Incidents/Near Misses and Defects must be reported to the Site Management / Representative before leaving delivery site. ● All drivers must also report the above to their employers immediately or on return to their depot, for follow up action.
