HARMONIZED SYSTEM 2022 EDITION • FAO on behalf of the Intersecretariat Working Group (IWG) on Forest Sector Statistics (Eurostat, FAO, ITTO and UNECE) submitted a proposal for amendments to WCO in April 2017. • Proposal includes: – Proposed Amendments – Justification (rationale): Statistical Data (50 mln threshold for 6 -digit and 100 mln for 4 digit) and Identification criteria (photo, description). • ‘January 2020, 49 new HS codes forest products (11 for edible insects and NWFPs + 38 for wood products), the scope of 9 codes improved (1 for NWFPs and 8 for wood products). WCO 2009 -2020: Harmonized System nomenclature (HS): § HS 2012 edition (1 new code, wood pellets) § HS 2017 edition (31 new codes, coniferous/non-coniferous, species, dimensions, agglomerated/non-agglomerated, prefabricated wooden buildings) § HS 2022 edition (49 new codes, wood and non-wood forest products)

JUSTIFICATIONS • Type I Threshold data: Commodities with world trade value (namely data for either import or export) exceeding US$ 50 million for subheadings and US$ 100 million for headings. • TYPE II Food security data • TYPE III Data on endangered species in need to be monitored • TYPE IV Data on goods of environmental concern including waste management

PLANS FOR HS 2027 • The World Customs Organization will start preparing the HS 2027 starting in 2022, aiming to finish by 2024. • ECE and FAO will prepare a plan for collecting views from our members on what changes they would like to see for HS 2027. We will present this plan at 2021 meeting of the Team and Working Party. • During early 2022, after collecting views, we will prepare a proposal, justifying any changes. • There will be meetings every 6 months of HS Review Subcommittee. We aim to make our proposal at the first or second meeting of the Sub-committee, either in spring or fall of 2022.
