Anything with the following characteristics Toxic- poisonous Corrosive- destroys human tissue and metal Flammable- easily ignitable Reactive - reacts violently when exposed to heat, shock, pressure or chemicals Exceptions are explosives and radioactive materials HOUSEHOLD HAZARDOUS MATERIALS/REGIONAL COLLECTION CENTERS
Who can use the RCC’s ? • RCC’s accept material from Iowa Residents & small businesses called Conditionally Exempt Small Quantity Generators (CESQG) • Cities, counties and townships may also be able to use them-depending on the quantity of hazardous material Who staffs an RCC? � DNR requires all RCC workers to be certified as 24 Hr HAZWHOPER technicians � Most earn a NAHMMA/SWANA HHW & CESQG Collection/Operations Technical Associate certificate HOUSEHOLD HAZARDOUS MATERIALS/REGIONAL COLLECTION CENTERS
Household Hazardous Materials Program The Financial and Business Assistance Section of DNR provides: Currently operating RCC facilities: • Funding for new ideas/processes or equipment • Funding for ongoing disposal expenses • Assistance with Haz. Pollution Prevention Program Available to businesses, industries, institutions and governmental agencies with 100 or more employees • Consultations/Assessments • Workshops/Trainings • Intern Program-Applications accepted annualy • Assistance provided to WWTPs for Fall projects
Solid Waste Alternative Program (SWAP) Eligibility Criteria: • Any unit of local government • Public or private group • Individual Financial Assistance available: • Forgivable loans ($0 -$20, 000) • 0% loans ($20, 001 -$150, 000) • 3% loans ($150, 001 +) • 25% minimum cash match required for each budgeted line item
