Guidance for FRMAC Involvement in Ingestion Pathway Exercises Ra. Jah Mena NREP Conference April 10, 2013 3/17/2013 Rev 1 1
Topics • Overview of FRMAC support • Planning document overview • Details on the FRMAC planning process – Step-by-Step • Reference materials 3/17/2013 Rev 1 2
Introduction to FRMAC Assist the states in their mission to protect the health and well being of their citizens: – Provide initial prediction based on source term estimate • In conjunction with the National Atmospheric Release Advisory Center – Verify and validate prediction based on ground monitoring data and fixed-wing surveys – Comprehensive characterization of environmental and public impacts based on ground monitoring, sampling and analysis, and rotary-wing survey data 3/17/2013 Rev 1 3
Federal Response • Regardless of the Coordinating Agency – DOE coordinates radiological monitoring and assessment activities for the emergency and intermediate phases – EPA coordinates the intermediate to long-term activities for radiological monitoring and assessment • Advisory Team (EPA, CDC, FDA, USDA) – Provides PARs to the State / Local / Tribal representatives • FRMAC (Multi-Agency) – Coordinates monitoring, analysis, and assessment – Provides data products to the State / Local / Tribal representatives 3/17/2013 Rev 1 4
DOE IPX Involvement • DOE participates in 6 - 8 exercises per year • Standard level of participation – Planning conference calls and meetings – Outreach (1 assessment scientist) • Presentation • Tabletop exercise – IPX (1 -2 assessment scientists) • Data products • Exercise play 3/17/2013 Rev 1 5
DOE Involvement • Enhanced participation – Technical Training (1 monitoring supervisor) • Equipment training • FRMAC monitoring and sampling procedures – Assessment Training (1 assessment scientist) – Drill (1 assessment scientist) • Provide guidance during drill • Inject map products • Cover Advance Party Meeting Checklist – AMS Flyover and/or Show and Tell • King Air B 200 flown during exercise • Show and tell of aircraft – CMRT I Deployment (typically a reduced team) • Field team play • Real time data • Real time products 3/17/2013 Rev 1 6
But, how do we use all of this? ? ? • It’s ok, most people are new to this! – Turnover – Excessive plume exposure • We get tons of questions! – – Is that MY job too? ? ? What do we owe you during this process? What’s going to happen during the exercise? Will you write our injects? Ultimately, these questions and a ton of experiences led to… 3/17/2013 Rev 1 7
What is the Planning Document? • A soup to nuts Reader’s Digest guide in how a state should use FRMAC • Covers: – General explanation of our support • People • Products – Details about what state planners should provide – Some best practice notes and examples of good IPX materials 3/17/2013 Rev 1 8
Why was the Planning Document Created? • Answer frequently asked questions • Reduce confusion in the planning process • Formalize DOE/FRMAC’s involvement • Bottom line: To reduce the likelihood of having issues with FEMA 3/17/2013 Rev 1 9
Who is this for? State Planners 3/17/2013 Rev 1 Licensee Planners Other Federal Partners 10
Now, let’s go through this process together! 2 – 3 months before the exercise 6 months – 1 year before the exercise 6 -ish months before the exercise Near early stage 1 – 2 years before the exercise 3/17/2013 Rev 1 Preparing for the graded exercise The Outreach The Drill The Graded Exercise! Very early stage 11
Very Early Stages • Establishing contacts – – – DOE Advisory Team State Licensee Utility and FEMA if possible • Conferences • Other states’ exercises • What is done – Meet and greet – Informal request for support made 3/17/2013 Rev 1 12
Near Early Stage • DOE level of effort is known* • State objectives can be discussed • Points of contact more concrete • Dates nailed down • Additional support details discussed – FBO for aircraft – Training needs – Special data products or services 3/17/2013 Rev 1 13
Preparing for the Graded Exercise • State/Licensee provide FRMAC POC with technical data – – – Source term Meteorological data Sample locations and details Shapefiles and Layer files Types of maps needed • Deadlines! • FAQ’s – Will the plume phase info be sufficient? – Does FRMAC help write the scenario? – How will we receive the products? • Best Practices – Try not to be out of the office the month before the graded – Have a true back up 3/17/2013 Rev 1 14
Revisions, Revisions! • There WILL be at least two drafts! • Approvals needed: – Extent of fictitious deposition – Products meet expectations – Sample data are reasonable • Locations • Play they drive • Documents to sign – Initial Signatory Page – Final Signatory Page 3/17/2013 Rev 1 15
The Outreach FRMAC POC • Before – Verify products needed – Determine the “good wind direction” – Send map products • During – Provide FRMAC presentation – Brief map products – Answer technical questions 3/17/2013 Rev 1 State POC • Before – Secure location – Invite all participants – Write TTX scenario • During – Moderate presentations and TTX – Other duties as needed 16
The Drill • Standard support • FRMAC POC phone in • Walk through Advance Party Meeting Checklist • Intermediate support • Standard + Add maps 3/17/2013 Rev 1 17
The Graded Exercise FRMAC POC • Before – Create data products – Submit to POC responsible for scenario package – Address data concerns with FEMA • During – Brief map products – Work through any technical questions/concerns 3/17/2013 Rev 1 State POC/Licensee • Before – Approve all FRMAC products – Print materials* – Communicate any concerns • During – Ask for FRMAC support where appropriate 18
