Synergies across climate landscape
Making sense of the landscape • GCF mandated to pursue “complementarity & coherence” • GCF Board approved operational framework to focus cooperation with AF, GEF, and CIFs Enhance complementarity at the activity level: Promote coherence at the national programming level: o Readiness & capacity building o Project development and appraisal (pipeline) o Country & entity work programmes o NAP implementation o Accreditation o Funding proposals o Policies and procedures
Supporting Laos NDA in the promotion of synergies NDAs are the linchpin of GCF engagement in-country: • Convening national discussions on climate finance • Addressing national climate & development priorities in light of mitigation & adaptation challenges • Coordinating stakeholders across public, private and international sectors & monitoring actions • Identifying & nominating national entities for accreditation to the GCF • Monitoring GCF-funded activities within the country
Building greater strategic national coherence Strengthening country engagement through country level coordination and communications between focal points and entities Complementarity of support for policy frameworks, including NDCs and NAPs Coordinating programming and identification of financing priorities, including opportunities for readiness support, scaling up and replication
GCF supporting countries efforts in promoting coherence at the national programming level Readiness and programming • GCF country programmes as tool to engage climate finance landscape, implement country’s strategies • GEF/GCF Coordinated Engagement initiative • Readiness support available for institutional capacity and coordination mechanisms to govern and coordinate climate action and finance, develop climate finance strategies Policies and procedures • Harmonization and synergies in accreditation and work with AEs • Benchmarking in policy development, including adaptation approach • Harmonization in M&E policies and procedures Funding proposals and Concept notes • Proactive identification of interaction of funding, including scaling-up experiences from other Funds • Revisions to readiness programme
Coordinating programming & identification/ development of financing priorities NDAs and the funds can cooperate for coherent national programming in a variety of ways • Readiness support for Country Programmes can build a nationally-coherent approach to strategic climate finance engagement • Enhance synergies between climate finance channels and private sector for increased investment – replication, scale-up • Improve sharing of information on support requests vis-a -vis national policies by NDAs and accredited entities (AEs) including for other funds
GCF – GEF Collaboration With GEF-7 launching, the funds look to synergize at the activity and national levels to enable NDAs and OFPs to take the lead role in coordinating GCF and GEF support strategically GEF-7: CC focal area; impact programs (cities, forests, food sys) LDCF: GEF Adaptation Strategy 2018 -2022 GCF-GEF launch Coordinated Engagement pilot at GEF Assembly: Countries undertake and develop their country programming by early 2019, working closely with GCF and GEF with engagement of national stakeholders
Synergies: Examples from the ground (GEF) FP 050 – WWF: Bhutan for Life • The project applies lessons learned from earlier work financed by the GEF, including recommendations of a UNDP/GEF evaluation of Bhutan’s REDD+ program FP 051 – UNDP: Scaling-up Investment • UNDP, with co-financing from GEF, to leverage in Low-Carbon Public Buildings investment for a transformational shift towards lowcarbon urban development in Bosnia-Herzegovina to Bosnia-Herzegovina promote safer, cleaner cities; and reduce greenhouse gas emissions.
GCF-CIFs Programming Board mandated at B. 20 GCF to advise NDAs on how programming opportunities may be brought to GCF Countries may bring inputs from investment plans to country programmes, PPFs, or directly as Funding Proposals. GCF reaching out to all countries who have engaged in CIFs to discuss opportunities for programming
