Opening Statements • Welcome Brothers to the 2016 Masonic Education committee Meeting. I’m sure that I speak for all of the members of the committee when I say that it is an honor to be a part of this presentation, but first, according to usual Masonic custom, it is required that we invoke the aid of the Deity. (Chaplain or designated Brother gives opening prayer) Brothers please remain standing and join me in the pledge of allegiance to the flag. Chairmans Opening Statements • Brothers, this years committee has enjoyed putting together a presentation that we hope will be beneficial to the craft and give insight and instruction into the workings of the Lodge and our interaction with the community. We use as a reference the Grand Lodge Constitution, the Kentucky Monitor and other official writings and documents of the Grand Lodge. We also use the wisdom and experience of Brothers whose ideas and insight will help the Craft in its move into a very different future than forefathers labored in.

Bicycle program/Community Involvement • Good afternoon, glad to be here with my Brothers and to have an opportunity to speak with you. I’m Mike Terry from Bardwell Lodge #499, for those of you who don’t know me. I’ll not bee too long with my presentation today. I’m glad our MWGM chose me for this committee, it is an honor. • My topic is the Grand Masters Bicycle Program and I will get to that, but first, let’s talk about charities in general. We have numerous charities all of which serve great needs, from the Blue Lodge all the way through our affiliated bodies. We assemble here today as a Blue Lodge where everything must start or the other bodies wouldn’t exist.

 • I was at a local educational meeting a few months ago and

• I was at a local educational meeting a few months ago and I highly recommend attending such meetings in your areas, if you can. Masonry is a continuous education and I’ve never stopped learning from the time I entered till now. At this meeting, a Brother who has his own business and comes in contact with a lot of people, said he often gets asked, when they see his Masonic Ring, what he does as a Mason. I’m glad he asked such a question but am sad that he had to. His answer kind of alarmed me for he asked me what he should tell them. I hope that after this meeting, you will have some answers and that as a fraternity, we will do a better job of educating our Brothers, more especially our communities, about what we do and what we stand for.

A. , we are taught the three great tenents of a Mason, which are Brotherly love, Relief and Truth. • Brotherly Love: We are taught to regard the whole human species as one family, the high and the low, the rich and the poor, who are created by the one Almighty. We are to aid and protect each other. • To Relieve the distressed is a duty incumbent upon all men but particularly on Masons, who profess to be linked together by an indisoulible chain of sincere affection. • Truth is a divine attribute and the foundation of every virtue.

 • But lets get back to our main subject, charities, that which we

• But lets get back to our main subject, charities, that which we do more than anything else, come to the relief of those less fortunate. As I said already there are many different charities that we could talk about each for hours so what we can tell people about Masons, just about anything. Tell them what we are doing in the communities. I know that we say it a lot but lets be in parades, help with community projects, have picnics or other venues with the communities and this will our message out into the communities. Let our Masonic light shine for all to see and maybe we wont be asked so often, what we do. These are just a few examples to tell people but let me get back to our MWGM program which is the Bicycle Program.

 • I know that this program is already being implemented in lodges throughout

This is a great program not just for the schools but also to get the lodges involved in the communities and show what we as Masons do, to maybe get those good men we seek to knock upon the door. Also, I think that this may be good for our young brothers with children to take part in the activities of the lodge. A lot of times they are unable to participate because of school activities and not only does it get our name out into the community but inadvertently it has great benefits for our schools because through the use of these bicycles as an incentive we can increase attendance in our schools and mean much more money for our schools to work on. So, through that small investment, we can see hugh benefits for our schools

If he isn’t practicing up on his bile riding, he better start because I think that we already reached a goal high enough for him to have to ride into Grand Lodge. • I hope that we’ve been able to help with the education of you Brothers today. Go home and get involved with your community so that people will know who we are and what we stand for. I believe now more than ever in the history of our country. We as Freemasons need to be involved in our communities and get those good men to seek and knock upon the door. I look forward to seeing the Grand Master ride into Grand Lodge on a bicycle. • May God Bless each and every one of you.

Consolidation SECTION 201 - CONSOLIDATING LODGES–STEPS FOR. Two or more lodges having concurrent or

Consolidation SECTION 201 - CONSOLIDATING LODGES–STEPS FOR. Two or more lodges having concurrent or contiguous jurisdiction may consolidate into one by the method following: (1) A resolution or motion agreeing to consolidate and merge must be offered at a stated communication of each of the lodges, parties to the proposed consolidation, and be laid over until the next stated communication. After action the Secretary of each lodge shall, by written or printed notices, inform his lodge members of the proposed action and when a vote will be taken thereon. (2) At the stated communication, held pursuant to said notices, if a majority of the members present vote for the proposition, it shall be declared adopted. (3) If the proposition carries, the Secretary of each lodge shall promptly notify the other lodge or lodges in interest of the action taken by his own lodge. (4) If all the lodges are agreed on the proposition the Grand Master shall be informed and he shall set a time and place of meeting to complete the consolidation. The consolidated lodge shall continue under the name and number of the lodge, agreed upon in advance by said Lodges which shall give notification to the Grand Secretary.

The appointive officers, if any, shall be named, officers installed, by-laws adopted or provided for, no later than 90 days from the date of consolidation and matters of detail arranged. (6) The Secretary of the merged lodge shall immediately report to the Grand Master the action heretofore indicated, and forward to the Grand Secretary a full transcript of the proceedings held in the lodges concerned, relative to the consolidation, and also send the Grand Secretary the Charter or Charters and seals of the relinquishing lodge(s), except the charter and seal of the continuing lodge, which said charter shall remain and be in full force and effect and be the charter of the consolidated lodge, continuing under the same name and number of said charter and no fee for charter will be made. (7) All property of each lodge shall become property of the consolidated or merged lodge.

JURISDICTION Sections 95 – 100, 120, (101, 130, 147, and 151) Definition of Jurisdiction Section 95 – General Rule The Jurisdiction of every lodge, except in Sections 96 & 97, shall extend halfway to the nearest lodge by a straight line measurement in any and every direction. Section 96 – Cities having two or more Lodges Cities that have two or more lodges the jurisdiction shall be concurrent and extend as provided in Section 95, except, Adair, Allen, Anderson, Ballard, Barren, Bath, Bell, Boone, Bourbon, Boyd, Boyle, Breckinridge, Bullitt, Calloway, Campbell, Carter, Casey, Christian, Clark, Clay, Daviess, Estill, Fayette, Floyd, Grant, Grayson, Greenup, Hardin, Harrison, Henderson, Henry, Hopkins, Jackson, Jefferson, Jessamine, Johnson, Kenton, La. Rue, Laurel, Lawrence, Lewis, Lincoln, Logan, Lyon, Madison, Martin, Marshall, Mc. Cracken, Mc. Creary, Mercer, Metcalfe, Monroe, Morgan, Nelson, Nicholas, Ohio, Oldham, Owen, Owsley, Pendleton, Perry, Pike, Pulaski, Rowan, Russell, Shelby, Simpson, Taylor, Todd, Washington, Wayne, Webster and Woodford counties, the jurisdictions shall be concurrent within said counties and extend as provided in Section 95. Boone, Grant and Kenton counties shall be regarded as one jurisdictional unit. (2015) SECTION 97 - NEAR STATE BOUNDARY. The jurisdiction of lodges near the borders of other states may extend half way to the nearest lodge in such other Grand Lodge jurisdiction provided there be an agreement to that effect between such Neighboring Grand Lodge and this Grand Lodge, and further provided if the petitioner lives in Kentucky he shall have a choice of jurisdiction, Except in Pike County, Kentucky and Mingo County, West Virginia. (2001)

Note: Section 97. Anytime a petitioner may live in a neighboring Grand Jurisdiction, before taking action on the petitioner, check with the Grand Lodge Office to see if concurrent Jurisdiction exist between Grand Lodges Jurisdictions.

A person living on the border of a County and being closer to a lodge in another County other than the one in which he lives is under the Jurisdiction of the lodge in the adjoining County. Note: Section 96…. . the jurisdictions shall be concurrent within said counties and extend as provided in Section 95. “be careful not to invade other jurisdictions because of having Concurrent Jurisdiction. ”

SECTION 98(A). JURISDICTION WAIVED. Waiver of Jurisdiction may be given by any lodge possessing jurisdiction over a candidate for degrees or affiliation, in favor of any other lodge. In such cases, the lodge in whose favor the waiver shall be made may entertain the petition of such candidate as if he had resided within the jurisdiction thereof the required period of time. In all cases where the fee of the lodge granting the waiver of jurisdiction is greater than the fee of the lodge requesting the waiver the candidate shall pay to the lodge which asks the waiver a fee equivalent to the fee he would have been required to pay had he petitioned the lodge which granted the waiver. Immediately after the candidate is elected and initiated, the Secretary of the lodge receiving the waiver shall send the difference in fees to the lodge granting the waiver. Section 98 (B). WAIVER OF JURISDICTION—HOW GRANTED. Waiver of Jurisdiction can only be granted by a lodge having jurisdiction, and upon request made by a lodge, over its seal, to which the petition for degrees or membership has been presented, sent by certified mail with a return receipt. The answer or reply shall also be sent by certified mail with return receipt. Before granting the waiver, the application therefore shall be referred to a committee of three members of the lodge for inquiry into the character and qualifications of the petitioner mentioned in such request. Such request can only be received at a stated communication and one lunar month must intervene between its reception and ballot thereon. The vote on the waiver shall be by ballot, and if as many as three votes be cast against the waiver the request shall be refused. Within the state, jurisdiction will be waived automatically 90 days after a request for waiver is mailed by certified mail to the secretary of the lodge possessing jurisdiction unless the lodge possessing jurisdiction denies the waiver and notifies the requesting lodge in writing prior to the 90 th day. For just cause the lodge possessing jurisdiction may impose one extension of not more than thirty days with written notification to the requesting lodge prior the 90 th day. At the end of such extension the jurisdiction will be waived automatically unless the lodge possessing jurisdiction denies the waiver and notifies the requesting lodge in writing prior to the end of the extension. Automatic waiver of jurisdiction does not apply to requests for waivers to or from other Grand Jurisdictions.

A lodge that receives the petition and initiates a candidate, or admits to membership a brother from a jurisdiction not its own, in violation of the provision of Sections 95 -98, shall forfeit and pay the fees to the lodge which lawfully held jurisdiction, and be subject to having its Charter arrested, or such other penalty as the Grand Lodge shall Impose. SECTION 100 - MOVING FROM JURISDICTION. Moving from the jurisdiction of a lodge does not forfeit lodge membership. If he is an officer of a lodge, a brother does not forfeit such office if he is able to attend with reasonable regularity, otherwise he will be subject to Section 83. SECTION 120 - RESIDENCE. No petition for degrees or affiliation by demit shall be balloted on by any lodge, unless the petitioner shall have been continuously a bona fide resident of its jurisdiction for at least six months, or obtained a waiver from the lodge having jurisdiction of him. Note: bona fide resident for at least six months. If a mason in good standing and wishes to join your lodge by affiliation by demit, he must have been a bona fide resident for at least six months. If the mason has not been a resident for the required time a “waiver” is required. Note: Waivers “MUST” be sent by certified mail, with a return receipt and be received back in like manner.

In a slide above I said that I would like to bring your attention to Sections 101, 147 and 151 as they correspond with the Sections covering Jurisdiction. Note: Affiliation by Plural Membership (“not to be confused with Affiliation by Demit, Section 151) Section 101 states: A Master Mason in good standing in a lodge of this Grand Jurisdiction, or in a lodge of a sister Grand Jurisdiction which does not forbid Plural Membership, may apply for affiliation to any lodge or lodges of his choice, or he may join in the application for the formation of a new lodge in this Grand Jurisdiction, and if such lodge be formed, he may retain his former membership, and also his new membership, but shall thereon and thereafter pay all dues and assessments required by each lodge, and shall be entitled to all the rights and privileges of membership in each lodge. Suspension or expulsion from any lodge shall suspend or expel him from every lodge with which he may be affiliated in this Grand Jurisdiction, and reinstatement may only be made by the lodge that first suspended him, and upon his reinstatement in that lodge, he shall automatically be reinstated in all lodges with which he may be affiliated, providing he has paid his indebtedness to such other lodges. Upon election of a Master Mason to Plural Membership as provided in this section, the Secretary of the lodge wherein such election is had, shall immediately notify the other lodges of which the elected brother is a member and thereafter the records of the Secretary of each lodge in this Grand Jurisdiction, shall be so kept as to show plural membership and the monthly reports and annual returns of each lodge shall show the name of each lodge wherein such membership is held. Should a Master Mason who holds Plural Membership in two or more lodges in this Grand Jurisdiction desire to demit from one lodge he shall be permitted to do so. Provided, that if the brother holds membership in two lodges in this Grand Jurisdiction he shall be permitted to retain his membership in the one of his choice. A Master Mason who holds Plural Membership in two or more lodges in this Grand Jurisdiction and desires to demit from one or more of said lodges, the demit, if granted, a notice by regular mail of the granting of the demit shall be mailed by the Secretary of the lodge granting the demit to the lodge or lodges in which the member still retains his membership. No Certificate of Demit shall be given to the Brother, nor to the lodge or lodges in which he retains membership. No Plural member shall represent more than one lodge of which

If a brother wishes to change his membership and be continuously affiliated, he may file his petition with the lodge with which he wishes to affiliate, and with it his current dues receipt or statement from his Secretary, under the seal of the lodge showing that his dues are paid to the date the request is received by his lodge; also, a written application to his lodge for a demit. If elected to membership in the lodge petitioned, the Secretary thereof shall immediately forward said application for demit to the brother’s lodge and when the demit is received shall file it with the petition and enter the brother’s name as a member of the lodge petitioned as of the date the demit is granted. If the petitioner be rejected, the aforesaid receipt for dues and application for demit shall be returned to him. Note: Affiliation by Demit A mason living in Madison County but belonging to a lodge in Perry County may apply for dual membership by demit with a lodge in Madison County but his lodge in Perry County is to be sent a request for a Waiver of Jurisdiction if he has not been a resident for at least six months in Madison County. The lodge that holds Jurisdiction over him is his lodge in Perry County. If he has been a resident longer than six months a waiver is not required. (Section 120) Waivers “MUST” be sent by certified mail, with a return receipt and be received back in like manner. DEMITS (if demitting from Masonry entirely) SECTION 147 - DEFINED. To Demit is to withdraw from a Lodge. A certificate of that fact shall be issued to the withdrawing brother, and shall not contain any recommendation. Certificates of demit must be in accordance with the form prescribed by the Grand Lodge. The certificate of demit shall be issued by the Secretary under the seal of the lodge, and be signed by both Master and Secretary.

A member that wishes to re-affiliate with a lodge from which he had previously demitted may be re-elected to membership in that lodge by three-fourths of the members present expressed by ballot, provided the member was not a member of another lodge, or lodges, at the time the demit was granted, and that he had not affiliated with another lodge during the interim. The Certificate of Demit must be the original Certificate of Demit (or proof thereof) first issued to the Brother from the lodge petitioned. (2001) Note: During the teleconference a question arose if a waiver was required for a member who had demitted from the lodge, moved to another county (location) and had re-petitioned the lodge for reinstatement. In this event, if the member was not a member of another lodge or lodges, if he never affiliated with another lodge during the time he was a non-affiliate a waiver would not be necessary since the lodge that he demitted from still held Jurisdiction over him regardless of his place of residence.

Healing The Craft • Constitution: Section 144 – Definition Of Heal • To heal is to cure. The Obligation makes the Mason. Healing is re-obligating a brother to cure or correct that which has been omitted or done in error in making him a Mason, or in passing or raising him. • Section 145 – Power to heal – Who orders it • The Master, in open lodge, has the power to heal, so far as to correct irregularities done therein. In case where a lodge is authorized to act, it may request another lodge to perform that duty for it. The Grand Lodge, or the Grand Master during vacation, may determine how and what healing may be done.

 • Planning • When we discuss planning what are we talking about? Planning

• Planning • When we discuss planning what are we talking about? Planning can mean a great many things, but in the context of today’s program we want to cover several different areas in regard to planning. • I would first like to address the Wardens, Deacons, and Stewards of the lodge. These brothers represent the six principle, subordinate officers in a Masonic lodge. You are the brothers that are ascending the chairs in your lodge and it is at this time that you need to be preparing yourself for the future when you will assume the East. • Let's examine the duties of the wardens. Two of the three principle officers of every lodge. The constitution of the Grand Lodge states that your duties are to assist the master in the discharge of his duties, and perform such other duties as may be devolved upon them by the usages of the craft,

 • by-laws of the lodge and laws of the Grand Lodge. • Wardens,

• by-laws of the lodge and laws of the Grand Lodge. • Wardens, by the time you have reached your station within the lodge, you should be able to undertake the responsibility of Master of the lodge in his absence. • Masters, your duties and responsibilities are numerous and extremely weighty, and are outlined in the book of Constitutions in Section 89. • As you progress through the chairs it is important that you fully comprehend the inner-workings of the lodge, both the buisness, degree work, floor work, and the behind the scenes day to day operations of your lodge so that when that day comes, you will be well prepared to assume the duties and responsibilities devolved upon your head. Remember that failing to plan is planning to fail.

 • The By- Laws • Why are by-laws mentioned so frequently in the

• The By- Laws • Why are by-laws mentioned so frequently in the duties section of the constitution? • The by-laws of your lodge should be an integral part of your planning process. By-laws by definition are: rules adopted by an organization in order to regulate its own affairs and the behavior of its members. • By-laws of a Masonic lodge are exactly the same. They should be reviewed regularly and updated as a rule of thumb, about every three to five years. Those things already in the Grand Lodge Constitution need not be repeated in your by-laws. Remember that the by-laws of your lodge can be more restrictive, but not less restrictive than the Grand Lodge Constitution.

 • • • Audit A lodge audit is required by the Constitution of

• • • Audit A lodge audit is required by the Constitution of the Grand lodge in section #159. This is required to take place by the first meeting night in January as the constitution now reads. If your lodge's fiscal year runs January 1 - December 31, you meet once a month, and your meeting falls on the first of January this is impossible and technically you would be in violation of the constitution. This does happen with a number of lodges some years and is overlooked simply out of common sense. A simple fix for this is to adjust your lodge's fiscal year. During this time as you set your budget and plan for the coming year, review your dues structure in your aforementioned by-laws and correct them as necessary. Remember that this process takes a few months to complete so you will have time for notification, discussion, and the accompanying bloodshed to follow. Masters remember that during a lodge budget discussion, if the wheels fly off, blame the Secretary. This saves time as he will undoubtedly get the blame anyway. Many a rough night in lodge can be traced to discussion of a dues increase. Laying all jokes aside, an increase is sometimes a necessary evil, and when planning your fiscal year, needs to be examined responsibly for the health and well -being of your lodge.

 • Required Attendance • Masters of the subordinate lodges. You are required to

• Required Attendance • Masters of the subordinate lodges. You are required to attend your district meeting, Educational conference, and Grand Lodge communication. When you agree to assume the East, keep this and mind and plan accordingly. This may pinch a little when it interferes with other responsibilities, but these dates are layed out in a timely enough fashion as to allow you time to make arrangements to attend.

 • In Conclussion • As officers in your lodge, it is your duty

• In Conclussion • As officers in your lodge, it is your duty and responsibility to plan your year, keeping it as efficient and fiscally responsible as you can. With successful planning you can enjoy a very rewarding year in freemasonry.

 • Veterans Program • There is a reference in the constitution, Standing Resolution

• Veterans Program • There is a reference in the constitution, Standing Resolution number nine, that states that a Kentucky Master Mason who sustains fraternal relations for a period of 25 and 40 years may wear a Kentucky Veterans Emblem. A Kentucky Master Mason who sustains fraternal relations for 50, 60, and each five years thereafter, shall receive from Grand Lodge of Kentucky a Veterans Emblem as approved for said purpose. • The Veterans Program which I speak of now is a Special Committee appointed by the Grand Master, as per Section 66 of the constitution, to recognize our Active Duty and military Veteran Members of the community as well as the lodge.

 • This committee is charged with recognizing our soldiers who are deploying or

• This committee is charged with recognizing our soldiers who are deploying or returning from deployment, at Christmas Dinners at local VA clinics as well as other special occasions that are deemed worthy of recognition by the committee. This includes Veterans who are members of the community as well as just Brothers of the Fraternity who are Veterans. This is funded by the sale of the Veterans Pins by the District Deputies and Grand Lodge Officers. • This shows the Fraternity’s involvement in the community as well as showing our respect for our country’s Military, active duty or Veteran, and gives us a chance to honor and help those who have sacrificed for our freedom.

Lodge Insurance • The Subordinate Lodges that are under the jurisdiction of the Grand

Lodge Insurance • The Subordinate Lodges that are under the jurisdiction of the Grand Lodge of Kentucky are covered by a blanket liability policy which covers lodge meetings only. This doesn’t cover the property or contents of the property belonging to the lodge or any liability where the properties may be rented out for other purposes. It is highly recommended that each lodge purchase a policy for liability if it does use the facility for other purposes than lodge functions. It is also a good idea to include with the policy coverage that will be sufficient for replacement of property and contents.
