Procurement Models Procurement model and contract types Procurement Models: • Separation of design and build • Combination of design and build (DB) • Design, build and operate (DBO) or design, build, finance, operate (DBFO) Road contract types • Delivery consortia • Development/ delivery partners • Alliancing • Framework agreements • PPP/PFI • Early contractor involvement More information in: Procurement Practice Guidance Document for Roads Module 7. 7 – Road Design, Construction and Maintenance 6

Procurement stages Points where environmental criteria can be added • • • Preliminary scoping and feasibility Detailed design and performance requirements Construction and major extensions Use of the road Maintenance and operation End-of-life i. e. road decommissioning More information in: Procurement Practice Guidance Document for Roads Module 7. 7 – Road Design, Construction and Maintenance 7

Overview EU GPP road design, construction & maintenance approach Material use • Design, specification

Overview EU GPP road design, construction & maintenance approach Material use • Design, specification and site management to maximise the onsite re-use of excavated materials and soils, and use of construction materials with a high recycled or re-used content • Design and construction to achieve low rolling resistance and associated fuel consumption (plus monitoring during the use phase) • Design and specification to reduce embodied impacts and resource use associated with construction materials. • Increasing material durability and reducing maintenance needs Module 7. 7 – Road Design, Construction and Maintenance 8

Overview EU GPP road design, construction & maintenance approach Management • Maintenance and rehabilitation

Overview EU GPP road design, construction & maintenance approach Management • Maintenance and rehabilitation strategies including a monitoring plan and a maintenance plan • A Traffic Congestion Mitigation Plan evaluated by LCC. • Introducing water pollution control components and storm water retention capacity in the drainage system • Specification of approaches to lower noise emissions during construction, use and maintenance phases Module 7. 7 – Road Design, Construction and Maintenance 9

EU GPP Criteria Road design, construction and maintenance (2016) Examples: • Selection criteria (SC)

EU GPP Criteria Road design, construction and maintenance (2016) Examples: • Selection criteria (SC) – main contractor shall have relevant competencies and experience • Technical specifications (TS) – maximum temperature for laying bituminous mixtures shall not exceed 140 degrees Celsius • Award criteria (AC) – points awarded in proportion to the reduction of CO 2 emissions per tonne of aggregates • Contract performance clauses (CPC) – contractor will implement a system to monitor and report on actions involving excavated materials and soil during work on-site. For full criteria see: • EU GPP Criteria for Road design, construction and maintenance Module 7. 7 – Road Design, Construction and Maintenance 10

Verification Checking compliance with GPP criteria for roads What to ask for? • Third party auditing • LCA/ LCC analysis • Monitoring data • Management plan • Design plan • Modelling and test data • Technical reports When? • Compliance with GPP criteria needs to assessed both at the time of selection of best offer and during the contract execution phase. For full verification instructions see: • EU GPP Criteria for Road Design, Construction and Maintenance Module 7. 7 – Road Design, Construction and Maintenance 11

Verification Examples from the criteria C 3: Incorporation of recycled content When materials are delivered to the work site, recycled content claims with clear traceability shall be verified for each batch of product Verification: The main construction contractor or the DBO contractor shall verify claims by providing: • An independent third party certification of the traceability and mass balance for the product and/or recyclate • Or equivalent documentation provided by producer(s) Module 7. 7 – Road Design, Construction and Maintenance 12

Verification Examples from the criteria C 4: Monitoring of the low temperature asphalt The laying temperature of the low temp. asphalt shall be verified for each batch of product at the worksite. Verification: The main construction contractor or the DBO contractor shall verify claims by providing: • An independent laboratory certification of the maximum laying temperature of the asphalt • Or equivalent documentation provided by asphalt producer(s) Module 7. 7 – Road Design, Construction and Maintenance 13
