Early Childhood Advisory Council (ECAC) 2019 -2024 Strategic Plan Vision Statement: • All children in Kentucky will have the foundation that enables school and personal success and are supported by strong families and communities. Mission Statement: • The ECAC provides leadership and direction for the Commonwealth of Kentucky by providing a comprehensive and sustainable prenatal to age five early childhood system that will ensure a strong foundation for all children.
Early Childhood Advisory Council Goals • Goals: • Advance comprehensive early care and education through strategic messaging. • Grow and strength the early care and education workforce by providing a career pathway for advancement and professional learning opportunities. • Increase coordination, program quality, and service delivery by fostering effective collaboration between agencies and stakeholders • Promote a comprehensive framework to effectively partner with families. • Inform funding and resource allocations, policy recommendations, and programming by consistently apply data driven systems and processes. • Secure new, diverse funding and utilize existing resources more effectively.
Every Student Succeeds Act (ESSA) Preschool Development Grant (PDG B-5) • Goal is to strengthen early childhood system alignment, coordination, efficiency and best practices that will benefit the health and development of young children in Kentucky • Kentucky Governor’s Office of Early Childhood was awarded $10, 620, 000 • One-year grant operating from January 1, 2019 – Dec 31, 2019 • Opportunity for renewal funding - competitive application process for states to apply for three additional years of funding

PDG B-5 Vision Statement • The purpose of Kentucky’s Preschool Development Grant is to strengthen its comprehensive early childhood system, to support all young children and their caregivers but especially highly vulnerable children and children in rural or limited accessibility areas of the state. • Kentucky will build on its existing partnerships to leverage resources across programs and agencies, to build capacity of state and local leaders and programs, enhance outreach to families, and to ensure all children receive timely, effective, and high quality services that are responsive to their needs.
PDG B-5 Project Activities
National Governor’s Association Grant (NGA) • Through the NGA grant — Integrating and Advancing State Prenatal to Age Three Policies — GOEC will collaborate with partner agencies to align policies aimed at enhancing cognitive and socio-emotional development. • The NGA grant continues Kentucky's initiative for innovative and impactful re-visioning of Kentucky's early care and education system that will include services for infants, toddlers, and expectant families • The PDG and NGA awards will allow GOEC to lead the collaborative efforts among the Kentucky Department of Education (KDE), Cabinet for Health and Family Services (CHFS), and Education and Workforce Development Cabinet (EWDC) to create Kentucky's first aligned prenatal through third grade standards.

High-quality professional development is the pathway to high-quality early care and education. The strength of the Commonwealth depends upon the healthy development of our youngest citizens! • Keynote Speakers: • Malcolm Mitchell, Former NFL Player and Children’s Book Author • Mark Shriver, Senior VP, U. S. Programs & Advocacy, Save the Children, CEO, Save the Children Action Network • Sonia Manzano, Actress, Screenwriter and Author • 250 Scholarships were awarded to early childhood professionals • 18 hours of professional development hours
