Emergencies and Natural Disasters l An emergency or natural disaster could suddenly threaten the safety of GMP’s staff and patients, and significantly affect its ability to provide services to patients. l Such events require swift action to minimize loss of life and disruption of business processes. 05/2014
What is the Emergency Management Plan? l The Emergency Management Plan (EMP) provides guidelines for responding to natural disasters or emergencies that: – Disrupt GMP’s normal operations – Poses a serious threat to persons or property – Cannot be managed by routine responses – Require a quick and coordinated response 05/2014
The EMP Contains Three Parts: l Emergency Action Plan – Facility evacuation procedures including staff responsibilities during an emergency l Disaster Preparedness Plan – GMP’s role in a community-wide disaster – Specific procedures to be followed for disasters identified as most likely to affect GMP l Business Continuity/Disaster Recover Plan – Disaster recovery strategies and procedures 05/2014
EMERGENCY ACTION PLAN l Meets OSHA standard and regulations l Evacuation and escape procedures l Specific fire procedures l Emergency Response Team l Preferred means of reporting an emergency l Posted escape routes l Annual building evacuation drills 05/2014
Escape and Evacuation l Very grave emergency requires total and immediate evacuation of all employees l Localized emergency may only require a partial evacuation of non Response Team employees l Employees are to exit using the nearest exit 05/2014
Escape and Evacuation, cont. l The Emergency Response Team may remain in building to: – Contain the emergency – Contact emergency services and – Secure critical company operations l Follow Fire Emergency Evacuation procedures 05/2014
Fire Emergency Procedures l When a fire is detected sound the verbal alarm “FIRE IN THE BUILDING” and Call 911. l If possible use fire extinguisher to control the fire l If fire is out of control immediately evacuate the building 05/2014
Fire Emergency Procedures Cont. l Use telephone or cell phones to announce the alarm to other building locations l DO NOT use the telephone for any other calls. l If time permits – Shutdown computers – Lock file room, and – Remove important documents 05/2014
Fire Emergency Procedures Cont. l l l Close all windows and doors as you evacuate and leave the lights on. Always use the closest exit. Meet at designated area in front of building. Response Team may stay behind to perform assigned duties. Evacuation Warden will take a head count. No employee is permitted to re-enter the building until advised by the Evacuation Warden. 05/2014
Response Team l Assists in the safe and orderly evacuation during emergencies and directs other emergency procedures. l Consists of: – Safety Manager - Steve Troyer – Emergency Coordinator - Brian Emich – Critical Operations - Steve Troyer – Evacuation Warden - Sandi Emslander – First Aid/Medical Assistance - Brian Emich 05/2014
Safety Manager l Satisfies all local fire codes and regulations. l Revises emergency plan and conducts emergency drills. l Trains on use of fire extinguishers. l Maintains and distributes emergency contact information. 05/2014
Emergency Coordinator l Assesses possible emergency situation. l Determines when emergency procedures are to be activated and sounds alarm. l Notifies outside emergency services. l Makes decisions to remain or evacuate the workplace in the event of an emergency. 05/2014
Critical Operations l Performs critical company operations shutdown procedures during building evacuation. – Forward all phones, shut down computer. – Remove patient files and lock file cabinets with vital company records. – Operate fire extinguishers. 05/2014
Evacuation Warden l When instructed, alerts front office with verbal warning/alarm. l Supervises all evacuation efforts in front Office area. l Obtains head count to be sure everyone has been evacuated. l Provides head count to emergency personnel such as the fire department. 05/2014
First Aid/Medical Assistance l Calls 911 for medical assistance. l Rescues or gives medical aid. l Arrange for interested employees to obtain training in first aid techniques. 05/2014
Escape Route l All Emergency Training includes the use of a workplace floor plan to clearly show escape routes. l “Escape Routes” are posted at all times in various areas of the workplace. KNOW THE BEST ESCAPE ROUTE FOR YOUR WORK LOCATION 05/2014
Reporting Fire or Emergency l Emergency Phone numbers are posted by all GMP phones and in GMP vehicles. l For immediate response for – FIRE, INJURY, ILLNESS, AND CRIME CALL 911 – Community-wide disaster CALL SUMMIT COUNT EMERGENCY COORDINATOR 05/2014
DISASTER PREPAREDNESS PLAN l The Disaster Preparedness Plan provides guidelines to be followed in the event of a community-wide natural disaster or local emergency. 05/2014
Disaster Preparedness Plan l The primary concern during and immediately after a disaster is: – The safety of all GMP staff – To ensure the continued availability of necessary equipment and service to patients on service 05/2014
Disaster likely to affect GMP l A Hazard Vulnerability Analysis (HVA) has identified the following disasters or emergencies that are most likely to significantly impact GMP. – Power Outages – Severe Thunderstorms/Tornados – Severe Winter Weather/Heavy Snow/Ice Storms 05/2014
Community-Wide Involvement l Summit County Emergency Management Agency has been provided with GMP’s: – Command Structure and Contact Information – A list of medical equipment available for use during an emergency l The Response Team will contact Summit County for specific instructions during a disaster or community-wide emergency. 05/2014
GMP Command Structure l The President is responsible for: – Initiating emergency procedures – For assigning responsibility to staff for various emergency actions – For directing all emergency activities l In the President’s absence, command transfers to the following in ascending order. – The Safety/Operations Manager, Steve Troyer – Office Manager, Sandi Emslander 05/2014
Preparedness Activities l l l 05/2014 Staff training on emergency procedures. Annual emergency and evacuation drills. Drills Critiqued and procedures updated. Computer systems backed up nightly and back ups are tested annually. Back up power source for communications system and surge protectors for computers.
Preparedness Activities Cont. l Current Emergency Contact Numbers by each GMP telephone and in Vehicles. l Current patient information maintained on computer backup system and hard copy. l Emergency supply of flashlights, batteries and water. l Blinds installed on all windows l Homecare patients have hand cranks for beds 05/2014
Power Outage Action l After loss of power, the phone systems back -up battery will start. l Staff will have a limited amout of time to initiate emergency communication procedures. l Staff should follow the emergency Power Outage Procedures. (handout) 05/2014
Severe Thunderstorm/Tornado l When the weather looks threatening, check the Internet and/or the radio for weather conditions. l Summit County’s audible alarm (siren) indicates that the National Weather Service has issued a Tornado WATCH. l Employees should stay in the buildings and follow emergency procedures. Severe Winter Weather Heavy Snow/Ice Storm l The President shall evaluate weather conditions and has ultimate responsibility for ordering the closure of GMP’s facility and for cancellations of deliveries. l In such an event. following Severe Winter Weather emergency procedures. (handout) 05/2014
BUSINESS CONTINUITY AND RECOVERY PLAN l The Business Continuity and Recovery Plan contains processes to protect critical patient and business information and processes in the event that GMP’s facility is damaged in a disaster. l It includes contingency procedures such as backup systems and off site command center to insure continuity of patient services if there is an interruption in electronic and other business operations due to a Disaster. 05/2014
Emergency Management Plan Training l EMP training shall be completed: – During Orientation – Annual Refresher training – When there are changes in emergency responsibilities or the workplace environment l Annual Emergency Evaluation and Disaster Scenario Drills. 05/2014
Summary l In the event of a natural disaster swift action will be required to minimize loss of life and disruption of business processes. l GMP’s EMP consists of three parts: – Emergency Action Plan – Disaster Preparedness Plan – Business Continuity/Recovery Plan 05/2014
Summary Cont. l The Emergency Action Plan assigns staff responsibilities and provides procedures for building evacuation. l The Disaster Preparedness Plan has specific response and preparedness procedures for emergencies identified as potentially having the greatest impact on GMP. 05/2014
Summary Cont. l The Business Continuity/Disaster Recovery Plan provides procedures to allow GMP to continue doing business in the event a disaster has damaged or distorted GMP’s facility. l STUDY THE PROCEDRUES IN EACH OF THESE PLANS. (handouts) 05/2014
