Designated Global Cluster Lead: UNHCR leads the Emergency Shelter Cluster in the area of conflict generated IDPs. IFRC is convener of the Emergency Shelter Cluster in natural disasters. At the global level, the Emergency Shelter Cluster is co-chaired by UNHCR and IFRC.
