Global Evaluation Initiative (GEI) A Collaborative initiative (working title) WB-IEG and UNDP-IEO Nairobi, May 17, 2019
Objective Establish a Global Evaluation Initiative to foster capacity development and use of evaluations by public and private stakeholders, for enhanced accountability for results, evidencebased decision-making, and learning from experience.
Outcomes Sought • • Enhanced evaluation capacities and use of evaluations in institutions in the Global South. Enhanced evaluation capacities and use of evaluations in the World Bank Group, the UN and other partners’ institutions.
Rationale • Strengthening monitoring and evaluation (M&E) capacities is an important international priority, aimed at creating effective institutions for development and laying the groundwork for strong accountability, transparency and learning. • Producing and using evaluations for decision-making and learning requires individual skills and knowledge, organizational systems and policies, and an enabling environment, part of which are lacking in many institutions around the world. • There is a growing demand for building strong M&E systems globally, especially in the Global South, and increased pressure to show evidence of results globally has led to growing demand for trained M&E professionals. • The discipline and practices of evaluation are changing fast across the globe. There is a need for all involved to stay abreast of new developments. • New initiatives in M&E capacity development are mushrooming. Contributions by international development partners are fragmented and lack coordination. A clearer and more coordinated approach is needed. • WB-IEG and UNDP-IEO have been leading actors on Evaluation Capacity Development initiatives in the field of international development.
• A partnership initiative • • Initiative led by WB-IEG and UNDP-IEO plus limited number of core partners. Open to international partners. The GEI, a joint program, will manage existing ECD programs of participating partners and develop new ones; it would liaise with existing networks and associations.
• • • A global partnership of multilateral, bilateral and other (inter)national governmental, nongovernmental and private sector organizations with an evaluation mandate Supported by a multi-donor trust fund, administered by WB-IEG as trustee Staffed with dedicated trust-funded employees under an IBRD contract as well as staff from core partners on secondment Managed by an Executive Board (WB-IEG, UNDP-IEO, core partners), chaired by the Director General of IEG Part of the WBG global knowledge hub networks Concept
