Whiskey Rebellion Congress passed tax on American made whiskey in 1791 to pay off national debt. l Pennsylvania farmers who couldn’t pay the tax rebelled • Tarred and feathered tax collectors Ø Washington crushed the rebellion using the army. l Lesson = Federal government will use force when necessary. Battle of Fallen Timbers Americans began to make land treaties with Native Americans. Ø American settlers moved to the NW territory and ignored these treaties. Ø Conflict: Natives vs. American colonists began. Ø
Washington sends an army under General “Mad” Wayne. Ø Wayne defeated Natives at the Battle of Fallen Timbers. Ø Treaty of Greenville = Native Americans give up most of NW lands (Ohio, Chicago, Detroit) l We gave Indians $20, 000 worth of goods Ø

Problems with Europe Ø Britain and France go to war in 1793. l France is undergoing the French Revolution. Ø Washington: Asked for neutrality. Ø Washington passes: Proclamation of Neutrality = l l Prohibits Americans from fighting in the war. Closed American ports to the British and French
Washington’s Foreign Challenge: Britain Ø Britain fighting war with France Ø British captured American ships that traded with the French Ø Forced American crew into the British navy = impressment Ø It angered Americans Ø Jay’s Treaty: Washington sends John Jay l l British agree to leave American soil Did not deal with impressment
Washington’s Foreign Challenge: Spain Spanish had closed port of New Orleans to Americans due to border disputes in 1784 Ø Pinckney’s Treaty l US Ambassador Thomas Pinckney was sent to Spain to negotiate a treaty l Treaty was huge success • Re-opened New Orleans to American trade Ø
Washington’s Farewell Address Ø Washington retires and in his farewell address he said: l “It is our true policy to steer clear of permanent alliance with any portion of the foreign world” Ø He warned the country not to get involved in foreign conflicts. Ø He warned against creating political parties!
