What we have done so far… • • • Transposed EU Flood Directive (Law on Waters), by-laws Flood hazard and flood risk maps developed (+torrents) Flood risk management plan – currently being developed Vulnerability assessment, including gender segregated data, has been completed Flood loss/damage model has been developed (depthdamages curve) Intervention plans at municipal level – currently being developed Flood Forecasting and Early Warning System with warning issuance protocol Flood zoning policy drafted Insurance models

Gender assessment- performed in project preparatory phase • Assessment of the gender policies strategies and legislation of Bi. H, political participation of women and public life • Analyzed structural mechanisms within the institutions, such as gender policies, gender committees or gender monitoring frameworks • Insight to gender relations and trends at the community level- baseline data for monitoring and evaluation purpose throughout the project cycle.

Findings and recommendations for project implementation • Mainstreaming of gender equality did not move from theory (legal framework) to real life (CC, environment, disasters) • Institutional and legal framework very well established (gender centers and gender commissions) • No sex disaggregated data

Information and conclusions from Gender Assessment where systematically incorporated in Pro. Doc Gender baseline assessment and targets defined to be achieved through each project output Expected Outcomes Baseline Target Indictor 1. Key relevant development strategies/policies/legislation integrate climate change-resilient flood management approaches No existing sectoral plans or policies include a gender responsive approach. Low gender balance in flood risk management At least two priority sectoral policies and plans (e. g. agriculture, hydropower, water resources) to include gender disaggregated data, and use gender analysis in their design and included gender indicators for implementation. 2. Climate resilient flood risk management is enabled by transferring modern technologies and strengthening institutional capacities Currently no sex-disaggregated data collected in VRB. Loss and damages assessment do not include gender-specific tangible and intangible losses Introduction of sex-disaggregated data collection protocols and methods. Introduction of GIS-based vulnerability, loss and damages which incorporate gender specific vulnerability, loss and damages calculation methods (e. g. ECLAC method) Community-based adaptation strategies, technologies and practices do not secure participation of women, nor include them in trainings and communication circles. Secured minimum of 40% of women in participatory community-based adaptation strategies, technologies and practices implemented in priority flood risk areas Early warning systems and Municipal-level flood response and preparedness plans are gender blind. What we have done so far… • The project has been generating gender disaggregated data and has been implementing an innovative socio-economic risk modeling based on gender-sensitive vulnerability assessment. • Based on gender disaggregated data gathered during project duration and completed study on vulnerability of females to floods, community interventions plans will be developed. Special attention will be paid to females capacity building and support to single-headed female households. • FFEWS • FRMP • Development of Gender action plan for the climate change adaptation project focused on climate resilient flood risk management has been initiated.

Fourth National Communication and Third Biennial Update Report under the UNFCCC • gender disaggregated data • a study on different gender roles in adaptation and mitigation interventions at the community level, policy formulation and decision-making process • the update on vulnerability, impacts, and adaptation will incorporate a gender perspective in sectoral analyses, particularly in areas such as health and rural development. • consider gender issues in the identification, description and preparation of mitigation actions when relevant. • gender balance will be considered in project management with regard to the technical team to be hired to prepare the FNC and TBUR.

Advance the National Adaptation Plan (NAP) process for medium-term investment planning in climate sensitive sectors in B&H • Identify appropriate gender-sensitive indicators for monitoring climate change impacts and a system to collect data • Gender-sensitive indicators developed and stakeholders trained • Gender sensitive indicators part of effective M&E system for adaptation activities and adaptation investments and assess their effectiveness and relevance

Some challenges…. • Importance of gender mainstreaming in CC and natural disaster management is not recognized • Work at local level • Lack of practical and real examples, proposals and solutions • Ensure sustainability
