Background: n n Teen Center renovated with funding by the Murray-Hayden State Grant City entered into an agreement with the Boys and Girls Club to operate the Teen Center October 2004 January 2005 City began to set up operations Opened March 2005 with first day of operations April 2005
Background: n n n July 1, 2005 Operating Agreement started with a 50 -50 partnership with the Boys and Girls Club sharing expenses and revenues First year of operation indicated $212, 000 operations cost City portion was $90, 000 due to shared revenue
Present Situation: n n n Fall of 2006 Boys and Girls Club requested a new agreement Goal: to improve operational efficiency Due to request of changes it was deemed necessary to prepare a new operating agreement
New Agreement: n n Three year agreement with renewal in continuous three year increments Youth Advisory Council will continue as chief advisory board Increase subsidy to Boys and Girls Club for operating expenses $125, 000 in quarterly payments at $31, 250 each
New Agreement: n n Utilities placed in Boys and Girls Club name and be responsible for payment Boys and Girls Club solely responsible for all day-to-day operations and programming Boys and Girls Club able to use Teen Center facility for fundraising Fundraising events may include alcohol up to 10 times a year
New Agreement: n n n City - use of Teen Center for 6 sponsored youth events each year. City - additional 10 times per year if available City instructional classes dependent upon availability
New Agreement: n n Boys and Girls Club responsible for retaining and depositing all revenue generated Boys and Girls Club to submit an annual Program Plan to the City Staff and Club representation will meet quarterly to review operations Termination clause – 60 day written notice

Recommendation: n Adopt a resolution authorizing a new Operations Agreement in the amount of $125, 000 for the Gary and Janice Podesto “Impact” Teen Center, City of Stockton and Boys and Girls Club of Stockton, Inc. for a three year period with an option to renew.
